Notice is hereby given, pursuant to subsection 46(1) of the Canadian Environmental Protection Act, 1999, that the Notice with Respect to Substances in the National Pollutant Release Inventory for 2000, published December 25, 1999, in the Canada Gazette, Part I, is amended as set out in Schedule 1. This notice comes into force on the date of its publication and remains in force until June 1, 2001.

EXPLANATORY NOTE

This amendment corrects minor errors in the listing of National Pollutant Release Inventory (NPRI) substances in Part 1 of Schedule 1 of the Notice with Respect to Substances in the National Pollutant Release Inventory for 2000, published December 25, 1999. It also clarifies the definitions of two of the activities listed in paragraph 1(b) in Part 4 of Schedule 2.
The amendment to subparagraph (1)(b)(i) in Part 4 of Schedule 2 was requested by the Mining Association of Canada to ensure that all companies in the base metals smelting sector report releases of polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans to the NPRI. The amendment to subparagraph 1(b)(viii) in Part 4 of Schedule 2 was made as a result of requests by many stakeholders for clarification of this activity.
A Guide for Reporting to the National Pollutant Release Inventory — 2000 and the Supplementary Guide for Reporting to the National Pollutant Release Inventory — Alternate Thresholds — 2000 will also be available to assist reporting facilities and other stakeholders in interpreting the Notice with Respect to Substances in the National Pollutant Release Inventory for 2000 and this amendment.

Notice No. SMBR-003-00 — Proposed Amendment to Broadcasting Procedures and Rules Parts 1, 2, 3, 4, 5 and 7 (BPR-1, 2, 3, 4, 5, 7) Regarding the On-Air Testing Procedure
Industry Canada announces its intention to amend all relevant Sections of Broadcasting Procedures and Rules Parts 1, 2, 3, 4, 5 and 7 regarding certification under the on-air testing procedure.
Currently the BPRs stipulate that "following successful on-air tests, the applicant's consultant shall certify to Industry Canada that the station is ready to commence operation in accordance with the approved technical submission and request permission to commence normal broadcasting schedule."
The purpose of this amendment is to clarify that certification under the on-air testing procedure that the broadcasting undertaking is ready to commence operation may be performed by any qualified licensed professional engineer.
This amendment is in force pending revisions to the relevant BPRs.
