DEPARTMENT OF THE ENVIRONMENT

CANADIAN ENVIRONMENTAL PROTECTION ACT, 1999

Notice of intent to amend the Domestic Substances List under subsection 87(3) of the Canadian Environmental Protection Act, 1999 to indicate that subsection 81(3) of the Act applies to 9,10-Anthracenedione, 1-amino-4-(phenylamino); 1-Propanaminium, 3-[[4-[(2,4-dimethylphenyl)amino]-9,10-dihydro-9,10-dioxo-1-anthracenyl]amino]-N,N,N-trimethyl-, methylsulfate; and 9,10-Anthracenedione, 1-[(5,7-dichloro-1,9-dihydro-2-methyl9-oxopyrazolo[5,1-b]quinazolin-3-yl)azo]-

Whereas the three substances set out in Annex 1 to this Notice have been identified for screening assessment under subsection 73(1) of the Canadian Environmental Protection Act, 1999;

Whereas the Minister of the Environment and the Minister of Health have issued a draft screening assessment on these substances under section 74 of that Act and have published a summary of the results of this process under subsection 77(1) thereof on August 23, 2008, in the Canada Gazette, Part I, for a 60-day public comment period;

Whereas the Ministers have identified no current manufacture or importation activity for the three substances set out in Annex 1 above 100 kg per calendar year; and

Whereas the Ministers suspect that a significant new activity in relation to the three substances set out in Annex 1 to this Notice may result in the substances meeting the criteria set out in section 64 of the Act,

Notice therefore is hereby given that the Minister of the Environment intends to amend the Domestic Substances List under subsection 87(3) to indicate that subsection 81(3) applies to the three substances set out in annex 1 to this Notice as described in Annex 2 attached hereto.

Public comment period

Any person may, within 60 days of publication of this notice, file with the Minister of the Environment comments with respect to this proposal. All comments must cite the Canada Gazette, Part I, and the date of publication of this notice and be sent to the Executive Director, Existing Substances Division, Environment Canada, Gatineau, Quebec K1A 0H3, 819-953-4936 (fax), Existing.Substances.Existantes@ec.gc.ca (email).

The screening assessment report for these substances may be obtained from the Government of Canada’s Chemical Substances Web site at www.chemicalsubstances.gc.ca.

In accordance with section 313 of the Canadian Environmental Protection Act, 1999, any person who provides information in response to this notice may submit with the information a request that it be treated as confidential.

1. 9,10-Anthracenedione, 1-amino-4-(phenylamino) [Chemical Abstract Service (CAS) No. 4395-65-7];

2. 1-Propanaminium, 3-[[4-[(2,4-dimethylphenyl)amino]-9, 10-dihydro-9,10-dioxo-1-anthracenyl]amino]-N,N,N-trimethyl-, methylsulfate [CAS No. 60352-98-9]; and

3. 9,10-Anthracenedione, 1-[(5,7-dichloro-1,9-dihydro-2-methyl9-oxopyrazolo[5,1-b]quinazolin-3-yl)azo]- [CAS No. 74336-60-0].

(b) the information specified in Schedule 6 to the New Substances Notification Regulations (Chemicals and Polymers).

The above information will be assessed within 90 days after it is received by the Minister.

3. This Order comes into force on the day on which it is registered.

CANADA MARINE ACT

Trois-Rivières Port Authority — Supplementary letters patent

BY THE MINISTER OF TRANSPORT, INFRASTRUCTURE AND COMMUNITIES

WHEREAS Letters Patent were issued by the Minister of Transport for the Trois-Rivières Port Authority (the “Authority”), under the authority of the Canada Marine Act, effective May 1, 1999;

WHEREAS the Authority wishes to acquire the real property described in the Schedule hereto;

WHEREAS the purchase of the real property is necessary because the transaction is strategic for Port activities insofar as it will further the achievement of objectives in Trois-Rivières Port Authority’s land use plan;

WHEREAS Schedule C of the Letters Patent describes the real property, other than federal real property, held or occupied by the Authority;

WHEREAS the board of directors of the Authority has requested the Minister of Transport, Infrastructure and Communities to issue Supplementary Letters Patent to add to Schedule C of the Letters Patent the real property described in the Schedule hereto;

NOW THEREFORE, under the authority of section 9 of the Canada Marine Act and in accordance with paragraph 7.2(b) of the Letters Patent, the Letters Patent of the Authority are amended by adding to Schedule C of the Letters Patent the real property described in the Schedule hereto.

These Supplementary Letters Patent are to be effective on the date of registration in the Land Registry of the registration division of Trois-Rivières of the deed of sale evidencing the transfer of the real property described in the Schedule from Denise and Sonia Lavergne to the Authority.
