Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2010-088) on May 4, 2011, with respect to a complaint filed by 3056058 Canada Inc. o/a CLA Personnel (CLA Personnel), of Ottawa, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985 (4th Supp.), c. 47, concerning a procurement (Solicitation No. 35035-095155) by the Department of Public Works and Government Services on behalf of the Privy Council Office. The solicitation was for the provision of attendant services for the operation of consoles associated with the MERIDIAN 1 System that serves the Prime Minister’s Office/Privy Council Office complex.

CLA Personnel alleged that there were irregularities in the procurement process and that the decision-making process was unfair and unreasonable, such that it should have been awarded the contract.

Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the North American Free Trade Agreement, the Agreement on Government Procurement, the Canada-Chile Free Trade Agreement and the Canada-Peru Free Trade Agreement, the Tribunal determined that the complaint was not valid.
