Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2010-086) on June 13, 2011, with respect to a complaint filed by Entreprise Marissa Inc., of Québec, Quebec, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985 (4th Supp.), c. 47, concerning a procurement (Solicitation No. EE517-111250/B) by the Department of Public Works and Government Services on behalf of the Department of the Environment. The solicitation was for the maintenance dredging of the St. Lawrence Seaway in the North Traverse, between the Bécancour and Batiscan areas, and in the Cap-Santé Traverse.

Entreprise Marissa Inc. alleged that one of the mandatory requirements of the invitation to tender was grossly restrictive.

Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the Tribunal determined that the complaint was not valid.

Notice is hereby given that the Canadian International Trade Tribunal (the Tribunal) issued an order on June 10, 2011, with respect to a complaint (File No. PR-2010-090) filed by Opsis, Gestion d’infrastructures Inc. (Opsis), of Montréal, Quebec, under subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985 (4th Supp.), c. 47, concerning a procurement (Solicitation No. K4C20-091012/B) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of the Environment. The solicitation was for the maintenance and operation of mechanical and electrical systems at the Canadian Meteorological Centre in Dorval, Quebec.

Opsis alleged that PWGSC evaluated its proposal improperly.

Having examined the evidence presented by the parties, the Tribunal found that it did not have jurisdiction to continue its inquiry and, consequently, dismissed the complaint.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2011-009) from The Access Information Agency Inc. (AIA), of Ottawa, Ontario, concerning a procurement (Solicitation No. 1000290123) by the Canada Revenue Agency (CRA). The solicitation is for Access to Information and Privacy Consultants. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.

AIA alleges that the CRA evaluated its proposal improperly.

On April 1, 2011, the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure came into force. SPECIES AT RISK ACT

Description of critical habitat of American Water-willow in Point Pelee National Park of Canada

American Water-willow (Justicia americana) is a species listed on Schedule 1 to the Species at Risk Act as threatened. American Water-willow is an aquatic plant that occurs at one site within Point Pelee National Park of Canada. Critical habitat for American Water-willow is identified within the final Recovery Strategy for the American Water-willow (Justicia americana) in Canada.

Notice is hereby given that, pursuant to subsection 58(2) of the Species at Risk Act, critical habitat of American Water-willow in Point Pelee National Park of Canada (see Figure 1) is described based on individual occupancy and unoccupied suitable habitat, save and except existing anthropogenic features (e.g. sidewalks, wharves and bridges) and unnatural vegetation types (e.g. monocultures of Common Reed).

Critical habitat parcel numbers are based on the unique Committee on the Status of Endangered Wildlife in Canada (COSEWIC) species identification number for American Water-willow (206) and parcel number. Further details regarding American Water-willow critical habitat (including maps) can be found in the Recovery Strategy for the American Water-willow in Canada, posted on the Species at Risk Public Registry Web site.

Within the geographical boundaries presented within Figure 1, the biophysical attributes of critical habitat include the following: the eastern sand / fine gravel high water mark along the shore of Lake Pond into the pond where the water reaches a depth of 1.1 m.
