Replacement class screening report — Minor remediation projects in the Newfoundland and Labrador region — Public notice

The Canadian Environmental Assessment Agency (the Agency) declares that minor remediation projects in the Newfoundland and Labrador region contained in the Department of Fisheries and Oceans (DFO) Replacement Class Screening Report (RCSR) no longer need to undergo individual environmental assessments.

The Department of Fisheries and Oceans has conducted a Replacement Class Screening which consists in a single environmental assessment of projects within a designated class. The details of this Replacement Class Screening are provided in the RCSR on minor remediation projects in the Newfoundland and Labrador region.

Public consultation on the RCSR took place from January 24 to February 23, 2011. The Agency received no written submissions from the public during this period. The Agency has reviewed the RCSR and has determined that the project screening process, as described in the document, meets the requirements of the Canadian Environmental Assessment Act (the Act) for the environmental assessment of the particular class of projects. It is also the Agency’s opinion that the class of projects described in the RCSR is not likely to cause significant adverse environmental effects when the design standards and mitigation measures described in the report are applied.

The declaration is effective August 30, 2011, and is subject to certain conditions, including the following:

  • The Agency agrees with DFO that the declaration is valid until August 29, 2016;
  • The Agency will place the RCSR in the Canadian Environmental Assessment Registry (the Registry) at www.ceaa-acee.gc.ca; and
  • On a quarterly basis, DFO will post on the Registry a statement of the projects for which the RCSR was applied, as required under the Act.
