Replacement class screening report — Special events in the national historic sites of Canada in Cape Breton — Public notice

The Canadian Environmental Assessment Agency (the Agency) re-declares that special events in the national historic sites of Canada in Cape Breton contained in the Parks Canada Agency’s Replacement Class Screening Report (RCSR) no longer need to undergo individual environmental assessments.

The Parks Canada Agency has conducted a replacement class screening which consists of a single environmental assessment of projects within a designated class. The details of this replacement class screening are provided in the RCSR on special events in the national historic sites of Canada in Cape Breton.

Public consultation on the RCSR took place from September 7 to October 6, 2011. The Agency received no written submissions from the public during this period. It has reviewed the RCSR and has determined that the project screening process, as described in the document, meets the requirements of the Canadian Environmental Assessment Act (the Act) for the environmental assessment of the particular class of projects. It is also the Agency’s opinion that the class of projects described in the RCSR is not likely to cause significant adverse environmental effects when the design standards and mitigation measures described in the report are applied.

The re-declaration is effective November 4, 2011, and is subject to certain conditions, including the following:

  • The Agency agrees with the Parks Canada Agency that the re-declaration is valid until November 2, 2016;
  • The Agency will place the RCSR in the Canadian Environmental Assessment Registry (the Registry) at www.ceaa-acee.gc.ca; and
  • On a quarterly basis, the Parks Canada Agency will post on the Registry a statement of the projects for which the RCSR was applied, as required under the Act.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2011-041) from FreeBalance Inc. (FreeBalance), of Ottawa, Ontario, concerning a procurement (Solicitation No. 1000299304) by the Canada Revenue Agency (CRA). The procurement is for the provision of a product to modernize the Revenue Management System. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.

FreeBalance alleges that the CRA invoked the limited tendering provisions of the applicable trade agreements without sufficient justification. Additionally, FreeBalance alleges that the CRA improperly rejected the Statement of Capabilities it submitted in response to the Advance Contract Award Notice.
