Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File Nos. PR-2014-016 and PR-2014-021) on October 14, 2014, with respect to complaints filed by CGI Information Systems and Management Consultants Inc. (CGI), of Gloucester, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. 2013-SDL-007) by Canada Post Corporation through its subsidiary Innovapost Inc. (Canada Post). The solicitation was for the provision of application development services.

Among other things, CGI alleged that Canada Post breached various provisions of the North American Free Trade Agreement in its evaluation of proposals.

Having examined the evidence presented by the parties and considered the provisions of the North American Free Trade Agreement, the Tribunal determined that this ground of complaint was valid in part.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2014-032) from Pierre Turmel, of Gatineau, Quebec, concerning a procurement (Solicitation No. EN966-140305/D) by the Department of Public Works and Government Services (PWGSC). The solicitation is for translation services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on October 10, 2014, to conduct an inquiry into the complaint.

Pierre Turmel alleges that his bid was incorrectly found non-compliant by reason of an erroneous interpretation by PWGSC of a requirement of the request for supply arrangement.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2014-033) from COTRACO Ltd. (COTRACO), of Orléans, Ontario, concerning a procurement (Solicitation No. EN966-140305/D) by the Department of Public Works and Government Services (PWGSC). The solicitation is for translation services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on October 15, 2014, to conduct an inquiry into the complaint.

COTRACO alleges that its bid was improperly declared non-compliant with regard to certain aspects, due to PWGSC’s erroneous interpretation of a requirement in the Request for a Supply Arrangement, and that various other irregularities tainted this process for a supply arrangement.
