Order 2015-87-03-02 Amending the Non-domestic Substances List
Whereas, pursuant to subsections 87(1) and (5) of the Canadian Environmental Protection Act, 1999 (see footnote a), the Minister of the Environment has added the substances referred to in the annexed Order to the Domestic Substances List (see footnote b);
Therefore, the Minister of the Environment, pursuant to subsections 87(1) and (5) of the Canadian Environmental Protection Act, 1999 (see footnote c), makes the annexed Order 2015-87-03-02 Amending the Non-domestic Substances List.

1. Part I of the Non-domestic Substances List (see footnote 1) is amended by deleting the following:

OFFICE OF THE CORRECTIONAL INVESTIGATOR OF CANADA
Correctional Investigator of Canada (full-time position)
Salary range: From $141,300 to $166,200
Location: National Capital Region
The Correctional Investigator of Canada is mandated by Part III of the Corrections and Conditional Release Act as an ombudsman for federal offenders. The primary function of the Office of the Correctional Investigator of Canada is to investigate and bring resolution to individual offender complaints. The Office also has a responsibility to review and make recommendations on the Correctional Service of Canada’s policies and procedures associated with the areas of individual complaints to ensure that systemic areas of concern are identified and appropriately addressed.
The Correctional Investigator provides Canadians with timely, independent, thorough and objective monitoring of their federal correctional system to ensure that it remains safe, fair, humane and effective. Essentially, this oversight role ensures the accountability of the Correctional Service of Canada in carrying out its statutory mandate in compliance with its domestic and international legal and human rights obligations.
The ideal candidate would have a degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience.
The ideal candidate would possess management experience, preferably at the senior executive level, in a public or private sector organization, including the management of financial and human resources. The ideal candidate would possess decision-making experience with respect to sensitive issues as well as experience in carrying out comprehensive impartial investigations and in mediating complaints. Experience in mediation and dispute resolution is also desired.
The ideal candidate would understand the role, responsibilities and policies of the Office of the Correctional Investigator of Canada, and its relationship with the Correctional Service of Canada and Public Safety Canada. He or she would also possess knowledge of the criminal justice system, the Corrections and Conditional Release Act, and the principles of natural justice and procedural fairness. The ideal candidate would be financially literate, have a broad understanding of investigative practices and procedures as well as possess knowledge of the principles, practices and techniques related to mediation and dispute resolution.
The ideal candidate would possess the ability to render fair, equitable and timely decisions, while anticipating their short- and long-term consequences. He or she would be able to apply analytical, interpretive and evaluative thinking to situations and develop comprehensive communication strategies, including outreach and networking activities. The ideal candidate would possess the ability to develop and maintain effective and constructive working relationships with offenders, senior government officials and stakeholders. He or she would also possess superior communication skills, both written and oral, and the ability to act as spokesperson in dealing with the media, public institutions, the Government, and stakeholders within the criminal justice system.
The ideal candidate would be objective, impartial and fair and would possess sound judgment and strong professional ethics. He or she would be innovative, flexible and resilient as well as possess superior interpersonal skills. Tact, discretion and integrity are also desired.
Proficiency in both official languages would be preferred.
The successful candidate must reside in or be willing to relocate to the National Capital Region or to a location within reasonable commuting distance. He or she must also be willing to travel across Canada and internationally.
A person is eligible to be appointed as the Correctional Investigator only if the person is a Canadian citizen ordinarily resident in Canada or a permanent resident within the meaning of subsection 2(1) of the Immigration and Refugee Protection Act who is ordinarily resident in Canada.
