AMENDMENTS
1. Table 2 of Schedule 3 to the Canada Grain Regulations (see footnote 1) is replaced by the following:

COMING INTO FORCE
3. (1) Section 1 of these Regulations comes into force on August 1, 2011.
(2) Section 2 of these Regulations comes into force on July 1, 2011.
EXPLANATORY NOTE
(This note is not part of the Regulations.)
The changes outlined below result from a review of Schedule 3 tables by the Canadian Grain Commission’s Manager, Quality Assurance Standards and Reinspection:
Table 2 — English and French
- Amend Minimum protein % specification for No. 1 CWRW from 9 to 11.
- Amend Minimum protein % specification for No. 2 CWRW from “No minimum” to 11.
- Amend Degree of Soundness definition for No. 2 CWRW to read “Fairly well matured, may be moderately frost-damaged, reasonably free from severely damaged kernels”.
- Amend Foreign Material — Matter other than cereal grains % from 0.5 to 0.3.
- Addition of new grade No. 3 CWRW with the following specifications:
- Minimum test weight kg/hl — 74
- Variety — Any variety of the class CWRW designated as such by order of the Commission
- Minimum protein — No minimum
- Degree of Soundness — May be frost-damaged, immature or weather-damaged, moderately free from severely damaged kernels
- Foreign Material — Matter other than cereal grains % — 0.5
- Foreign Material — Total %: 1.3
- Wheats of other classes — Contrasting classes %: 3
- Wheats of other classes — Total %: 10
- Amendments are to be made effective August 1, 2011.
Rationale
At the April 7, 2011, meeting of the Western Standards Committee (WSC), a motion was passed recommending the revisions of specifications for No. 1 and No. 2 CWRW as well as the creation of the grade No. 3 CWRW. The recommendation was brought forward as a result of an industry joint consultation conducted by the Canadian Wheat Board (CWB) and the Canadian Grain Commission (CGC). The CWB approached the CGC in 2009 and indicated that a revision of the grading specifications for CWRW was needed in order to make the marketing of CWRW more competitive in the world market. The industry has been notified that the changes will be implemented August 1, 2011.
This Table comes into force on August 1, 2011.
Table 59 — English and French (New Table)
- Creation of a new grade table for the wheat class CEHWW effective July 1, 2011.
Rationale
Over the past few years, wheat breeders in Ontario have been working on developing hard white winter wheat varieties. The first variety of this class has recently been registered for production in Ontario by the Canadian Food Inspection Agency (CFIA). The variety goes by the name of Whitebear and is being marketed by C&M Seeds in Ontario. C&M Seeds has indicated that there will be limited production of this new variety in 2011. In order to facilitate the production of this new wheat class, it was necessary to create a new set of grade standards as there are none currently in place. At the April 5, 2011, meeting of the Eastern Standards Committee (ESC), the new wheat class CEHWW was approved along with a new grade table for implementation July 1, 2011.
This Table comes into force on July 1, 2011.
