Notice is hereby given that, pursuant to section 127 of the Canadian Environmental Protection Act, 1999, Disposal at Sea Permit No. 4543-2-03525 authorizing the loading for disposal and the disposal of waste or other matter at sea is amended as follows:
9. Total quantity to be disposed of: Not to exceed 300 000 m3 place measure.
15.1. The loading and disposal at sea referred to under this permit shall be carried out in accordance with the mitigation measures summarized in the reports titled “Environmental Assessment Report — BelPacific Excavating and Shoring Limited Partnership — Loading of Inert, Inorganic Geological Matter resulting from Excavation at Various Sites in the City of Vancouver and Adjacent Municipalities and Subsequent Disposal at Sea 4543-2-03525” (February 2011) and “Environmental Assessment Report — BelPacific Excavating and Shoring Limited Partnership — Amendment to volume of inert, inorganic geological matter resulting from excavation at various sites in the City of Vancouver and adjacent municipalities and subsequent disposal at sea 4543-2-03525” (January 2012).

MIGRATORY BIRDS CONVENTION ACT, 1994
Notice of intent
Notice is hereby given that the Department of the Environment intends to recommend to the Governor in Council that amendments be made to the Migratory Birds Regulations, pursuant to section 12 of the Migratory Birds Convention Act, 1994.
The purpose of these amendments to Schedule I of the Regulations is to amend hunting season dates for 2012–2013, as well as the number of migratory game birds that may be taken or possessed during those dates. The Regulations are modified on an annual basis in response to changes in the status of migratory game bird populations.
Canadian hunting regulations for migratory game birds are reviewed annually by Environment Canada, with input from the provinces and territories and a range of other interested stakeholders. The Canadian Wildlife Service produces three reports as part of its formalized annual consultation process. The first report, issued in December and titled Population Status of Migratory Game Birds in Canada, contains population and other biological information on migratory game birds, thus providing the scientific basis for management. The second report, issued in January and titled Proposals to Amend the Canadian Migratory Birds Regulations, outlines the proposed changes to the annual hunting regulations as well as proposals to amend the overabundant species regulations and other proposed amendments to the Migratory Birds Regulations. The third report, Migratory Birds Regulations in Canada, issued in July, summarizes the hunting regulations for the upcoming hunting season. These three reports are distributed to organizations and individuals with an interest in migratory game bird conservation to provide an opportunity for input to the development of hunting regulations in Canada.

NOTICE OF INTENT TO CONDUCT AN ENVIRONMENTAL ASSESSMENT OF THE MODERNIZATION OF THE CANADA-COSTA RICA FREE TRADE AGREEMENT
The Government of Canada has recently launched negotiations towards the modernization of the free trade agreement (FTA) with the Republic of Costa Rica (Costa Rica). It is now conducting an Environmental Assessment (EA) to inform these negotiations. Comments are invited on any likely and significant environmental impacts which this prospective modernized FTA may have on Canada.
The Government of Canada is committed to sustainable development. Mutually supportive trade, investment and environmental policies can contribute to this objective. To this end, the Minister of International Trade has directed negotiators to improve their understanding of, and information based on, the relationship between trade and environmental issues at the earliest stages of decision making, and to do this through an open and inclusive process. Environmental assessments of trade negotiations are critical to this work.
This process is guided by the Framework for Conducting Environmental Assessments of Trade Negotiations, with direction from the Cabinet Directive on the Environmental Assessment of Policy, Plan, and Program Proposals.

Food and Drug Regulations — Amendments
Interim Marketing Authorization
Provision currently exists in the Food and Drug Regulations (the Regulations) for the use of the enzyme amylase derived from genetically modified Bacillus amyloliquefaciens EBA 20 (pUBH2) in starch used in the production of dextrin, maltose, dextrose, glucose (glucose syrup) or glucose solids, in distillers’ mash and in brewers’ mash at levels of use consistent with good manufacturing practice.
Health Canada has received two submissions to permit the use of the enzyme alpha-amylase derived from Bacillus amyloliquefaciens in the production of pre-cooked infant cereals at levels of use consistent with good manufacturing practice. Evaluation of available data supports the safety and effectiveness of alpha-amylase derived from Bacillus amyloliquefaciens in infant cereals.
The use of amylase derived from this micro-organism will benefit infants by increasing the availability of infant cereals with enhanced digestibility. It will also benefit industry through more efficient and improved manufacturing conditions.
Therefore, it is the intention of Health Canada to recommend that the Regulations be amended to permit the use of amylase derived from Bacillus amyloliquefaciens in the production of infant cereals.
As a means to improve the responsiveness of the regulatory system, an Interim Marketing Authorization (IMA) is being issued to permit the immediate use of amylase derived from Bacillus amyloliquefaciens in the production of infant cereals, as indicated above, while the regulatory process is undertaken to amend the Regulations. The unstandardized food listed above is exempted from the application of paragraphs B.01.043(a) and B.25.062(2)(h), and section B.16.007, of the Regulations only with respect to the use of amylase derived from Bacillus amyloliquefaciens.
The proposed regulatory amendments would be enabling measures to allow the sale of infant cereals that have been manufactured through the use of amylase derived from Bacillus amyloliquefaciens. The amendments are supported by the safety assessment and would have low impact on the economy and on the environment. Consequently, the regulatory amendments may proceed directly to final approval and publication in the Canada Gazette, Part Ⅱ.
Interested persons may make representations, with respect to Health Canada’s intention to amend the Regulations, within 75 days after the date of publication of this notice. All such representations must cite the Canada Gazette, Part Ⅰ, and the date of publication of this notice, and be addressed to the contact person identified below.

Notice No. SMSE-001-12 — Release of new issues of RSS-111, RSS-182 and RSS-288, as well as the withdrawal of RSS-193
Notice is hereby given by Industry Canada that the following radio standards specifications (RSSs) come into force effective immediately:
- Radio Standards Specification RSS-111, Issue 4: Broadband Public Safety Equipment Operating in the Band 4940-4990 MHz, which sets out the requirements for certification of radio transmitters and receivers in the band 4940-4990 MHz for public safety applications;
- Radio Standards Specification RSS-182, Issue 5: Maritime Radio Transmitters and Receivers in the Band 156-162.5 MHz, which sets out the requirements for certification of radio transmitters and receivers in the maritime service in the band 156-162.5 MHz; and
- Radio Standards Specification RSS-288, Issue 1: Global Maritime Distress and Safety System (GMDSS), which sets out the requirements for certification of the shipborne radiocommunication equipment that meets the requirements of the GMDSS.
RSS-111 was updated to clarify the requirements for equipment with multiple transmitters. RSS-182 was updated to provide the new requirements regarding the Automatic Identification System (AIS SART). RSS-288 was renumbered from RSS-188 to reflect the numbering convention for licence-exempt equipment and to include the new requirements from international standards.
Notice is also hereby given that the following RSS is being withdrawn and is no longer in force effective immediately:
- Radio Standards Specification RSS-193, Issue 1: Multipoint and Point-to-Point Communication Systems (MCS) in the Fixed Service Operating in the 2150-2160 MHz, 2500-2596 MHz and 2686-2690 MHz Bands.
RSS-193 is being rescinded because MCS equipment is no longer allowed to operate in the frequency bands 2150-2160 MHz, 2500-2596 MHz and 2686-2690 MHz. It should be noted that the band 2150-2155 MHz has been assigned to the Advanced Wireless Service (AWS) and is covered under RSS-139. Also, the band 2155-2160 MHz is being held in reserve. The band 2500-2690 MHz has been assigned to the Broadband Radio Service (BRS) and is covered under RSS-199.
General information
These documents have been coordinated with industry through the Radio Advisory Board of Canada (RABC).
The Radio Equipment Technical Standards Lists will be amended to include the relevant changes.

Basic rate
Notice is hereby given, in accordance with section 5 of the Assessment of Pension Plans Regulations, that the Superintendent of Financial Institutions sets the basic rate, established pursuant to section 4 of the said Regulations, at $10.00 for the Office year beginning on April 1, 2012. In accordance with subsection 2(2) of the said Regulations, this rate applies to plans with a year-end between October 1, 2011, and September 30, 2012, and for newly established plans filing for registration on or after April 1, 2012.
