Order 2011-87-11-02 Amending the Non-domestic Substances List
Whereas, pursuant to subsections 87(1) and (5) of the Canadian Environmental Protection Act, 1999 (see footnote a), the Minister of the Environment has added the substances referred to in the annexed Order to the Domestic Substances List (see footnote b),
Therefore, the Minister of the Environment, pursuant to subsections 87(1) and (5) of the Canadian Environmental Protection Act, 1999 (see footnote c), hereby makes the annexed Order 2011-87-11-02 Amending the Non-domestic Substances List.

EXPROPRIATION ACT
Notice of intention to expropriate — Quinte West, Ontario
Notice is hereby given that all interests in land in those parcels of land in the City of Quinte West, in the County of Hastings, in the Province of Ontario, more particularly described in the Schedule attached hereto, are required by Her Majesty in right of Canada for a purpose related to the safety or security of Canada and it would not be in the public interest to further indicate that purpose.
It is intended that the aforementioned interests be expropriated by Her Majesty in right of Canada.
Any person who objects to the intended expropriation of the above-mentioned interests may, at any time within thirty days after the day upon which this Notice of Intention to Expropriate is published in the Canada Gazette, forward by registered mail to, or leave at, the Office of the Minister of Public Works and Government Services, Attention: Regional Manager, Real Estate Services, Joseph Shepard Building, 4900 Yonge Street, 12th Floor, Toronto, Ontario M2N 6A6, an objection in writing stating the name and address of such person and indicating the nature of his/her objection, the grounds on which his/her objection is based and the nature of his/her interest in the matter of the intended expropriation.

Sept-Îles Port Authority — Supplementary letters patent
BY THE MINISTER OF TRANSPORT
WHEREAS Letters Patent were issued by the Minister of Transport for the Sept-Îles Port Authority (“Authority”) under the authority of the Canada Marine Act (“Act”), effective May 1, 1999;
WHEREAS the Authority has requested that the Minister of Transport issue Supplementary Letters Patent increasing the aggregate limit on the power of the Authority to borrow money on its credit for port purposes and adding an additional project-specific borrowing limit;
WHEREAS the Minister of Transport is satisfied that the amendments to the Letters Patent of the Authority are consistent with the Act;
WHEREAS, by Order in Council P.C. 2011-1404 of December 1, 2011, the Governor in Council, pursuant to subsection 8(5) of the Act, approved the provisions of the proposed Supplementary Letters Patent increasing the aggregate limit on the power of the Authority to borrow money on its credit for port purposes and adding an additional project-specific borrowing limit;
NOW THEREFORE under the authority of section 9 of the Canada Marine Act, the Letters Patent are amended as follows:
1. Section 9.2 of the Letters Patent issued to the Sept-Îles Port Authority is replaced by the following:
9.2 Limit on Borrowing Power. The Authority shall not incur any item of Borrowing so that the aggregate Borrowing of the Authority would exceed $90,200,000.
2. The Letters Patent are amended by adding the following after section 9.2.2:
9.2.3 Additional Borrowing Limit for Costs Associated with the Construction of a Logistical Centre for Aluminum Management at the La Relance Terminal. Notwithstanding section 9.2, and in addition to the additional borrowing provided for in sections 9.2.1 and 9.2.2, the Authority may borrow up to a maximum of $4,250,000 on its credit, specifically for costs associated with the construction of a logistical centre for aluminum management at the La Relance terminal, provided such Borrowing be fully reimbursable in capital, interest, and associated costs by Aluminerie Alouette Inc. pursuant to a five-year lease agreement signed on April 13, 2011.
