Letters patent amending the Operational Service Medal Regulations

Whereas, by letters patent issued on July 5, 2010, the Operational Service Medal was instituted and created in Canada;
Whereas those letters patent ordained, directed and appointed that the award of the Operational Service Medal shall be provided for by the Operational Service Medal Regulations annexed to the letters patent;
And whereas it is desirable and the Queen’s Privy Council for Canada has advised that letters patent do issue amending the purpose of the Operational Service Medal contained in those letters patent in order to accord recognition to any person who at the initiative, by the nomination or with the agreement of the Government of Canada, outside Canada, served in a theatre of operations, provided direct support on a full-time basis to operations conducted in such a theatre or served under dangerous circumstances and amending the Operational Service Medal Regulations;
Therefore, His Excellency the Governor General in Council, on the recommendation of the Prime Minister, hereby orders that letters patent do issue, under the Great Seal of Canada,
- (a) amending the purpose of the Operational Service Medal contained in the letters patent issued on July 5, 2010 in order to accord recognition to any person who at the initiative, by the nomination or with the agreement of the Government of Canada, outside Canada, served in a theatre of operations, provided direct support on a full-time basis to operations conducted in such a theatre or served under dangerous circumstances; and
- (b) amending the Operational Service Medal Regulations, made by letters patent issued on July 5, 2010, in accordance with the annexed schedule.

TO ALL TO WHOM these presents shall come or whom the same may in any way concern,
GREETING:
Whereas, by Our letters patent issued on July 5, 2010, We instituted and created in Canada the Operational Service Medal for the purpose of according recognition to any person enrolled in, attached to or working with the Canadian Forces or a Canadian police force who served in a theatre of operations, provided direct support on a full-time basis to operations conducted in such a theatre or served under dangerous circumstances outside Canada;
Whereas, by those letters patent, We ordained, directed and appointed that the award of the Operational Service Medal shall be provided for by the Operational Service Medal Regulations annexed to the letters patent;
And whereas it is desirable and Our Privy Council for Canada has advised that letters patent do issue amending the purpose of the Operational Service Medal contained in Our letters patent in order to accord recognition to any person who at the initiative, by the nomination or with the agreement of the Government of Canada, outside Canada, served in a theatre of operations, provided direct support on a full-time basis to operations conducted in such a theatre or served under dangerous circumstances, and amending the Operational Service Medal Regulations in accordance with the annexed schedule;
Now know you that We, by and with the advice of Our Privy Council for Canada, do by these presents amend the purpose of the Operational Service Medal contained in Our letters patent issued on July 5, 2010 to accord recognition to any person who at the initiative, by the nomination or with the agreement of the Government of Canada, outside Canada, served in a theatre of operations, provided direct support on a full-time basis to operations conducted in such a theatre or served under dangerous circumstances and amend the Operational Service Medal Regulations, made by Our letters patent issued on July 5, 2010, in accordance with the annexed schedule.
IN WITNESS THEREOF, We have caused these Our Letters to be made Patent and We have caused the Great Seal of Canada to be affixed.

Our Right Trusty and Well-beloved David Johnston, Chancellor and Principal Companion of Our Order of Canada, Chancellor and Commander of Our Order of Military Merit, Chancellor and Commander of Our Order of Merit of the Police Forces, Governor General and Commander-in-Chief of Canada.

SCHEDULE
1. (1) Paragraph 3(1)(a) of the French version of the Operational Service Medal Regulations is replaced by the following:
- a) est un membre des Forces canadiennes :
- (i) soit qui a été déployé à l’extérieur du Canada dans un théâtre d’opérations ou une zone de service spécial ou dans le cadre d’une opération de service spécial, ou qui a fourni un appui direct, à temps plein, aux opérations menées dans un tel théâtre ou dans une telle zone, ou à l’opération, et ce, dans un environnement opérationnel,
- (ii) soit qui a servi à l’extérieur du Canada dans des circonstances dangereuses;
(2) Paragraph 3(1)(c) of the French version of the Regulations is replaced by the following:
- c) est un agent de police dûment assermentée par une force policière canadienne reconnue :
- (i) soit qui, à l’initiative ou sur nomination du gouvernement du Canada ou avec son accord, a été déployé à l’extérieur du Canada dans un théâtre d’opérations ou une zone de service spécial ou dans le cadre d’une opération de service spécial, ou qui a fourni un appui direct, à temps plein, aux opérations menées dans un tel théâtre ou dans une telle zone, ou à l’opération, et ce, dans un environnement opérationnel,
- (ii) soit qui, à l’initiative ou sur nomination du gouvernement du Canada ou avec son accord, a servi à l’extérieur du Canada dans des circonstances dangereuses;
(3) Paragraph 3(1)(e) of the Regulations is replaced by the following:
- (e) is a Canadian citizen in the employ of Her Majesty in right of Canada or under contract with the Government of Canada, other than a member of the Canadian Forces or a person sworn as a police officer by a recognized Canadian police force, and
- (i) has been deployed outside Canada at the initiative, by the nomination or with the agreement of the Government of Canada inside a theatre of operations, in a special duty area or on a special duty operation, or provided direct support on a full-time basis to operations conducted in such a theatre or area or on such an operation while in an operational setting, or
- (ii) has served outside Canada at the initiative, by the nomination or with the agreement of the Government of Canada, under dangerous circumstances.
2. Paragraph 10(a) of the Regulations is replaced by the following:
- (a) on the recommendation of the Chief of the Defence Staff, who shall make a list of all persons that are eligible to be awarded the Medal or a Rotation Bar, and who shall forward the list to the Governor General; and
