Stainless steel sinks
Notice is hereby given that, on May 24, 2012, further to the issuance by the President of the Canada Border Services Agency of final determinations dated April 24, 2012, that stainless steel sinks with a single drawn bowl having a volume between 1 600 and 5 000 cubic inches (26 219.30 and 81 935.32 cubic centimetres) or with multiple drawn bowls having a combined volume between 2 200 and 6 800 cubic inches (36 051.54 and 111 432.04 cubic centimetres), excluding sinks fabricated by hand, originating in or exported from the People’s Republic of China had been dumped and subsidized, and pursuant to subsection 43(1) of the Special Import Measures Act, the Canadian International Trade Tribunal (the Tribunal) found that the dumping and subsidizing of the aforementioned goods (Inquiry No. NQ-2011-002) had caused injury to the domestic industry.
The Tribunal excluded from its injury finding stainless steel sinks with a single drawn bowl or double drawn bowls and a 1 1/4-inch by 3/4-inch (32-millimetre by 19-millimetre) cast-resin matrix rim that replaces a stainless steel rim, for undermount seamless installation in countertops.

To be up to date on all ongoing proceedings, it is important to regularly consult “Today’s Releases” on the Commission’s Web site, which includes daily updates to notices of consultation that have been published and ongoing proceedings, as well as a link to Part 1 applications.

DECISION
Carbon and certain alloy steel wire rod from Canada
Notice is hereby given, pursuant to rule 70 of the NAFTA Article 1904 Panel Rules, that the panel established to review the Final Results of Antidumping Duty Administrative Review made by the United States Department of Commerce, International Trade Administration, respecting Carbon and Certain Alloy Steel Wire Rod from Canada, issued its decision on May 11, 2012 (Secretariat File No. USA-CDA-2008-1904-02).
In the May 11, 2012 decision, the binational panel affirmed in part and remanded in part the agency’s determination respecting Carbon and Certain Alloy Steel Wire Rod from Canada.
The binational panel instructed the investigating authority to provide its determination on remand by June 25, 2012.

Explanatory note
Chapter 19 of the North American Free Trade Agreement establishes a procedure for replacing domestic judicial review of determinations in antidumping and countervailing duty cases involving imports from a NAFTA country with review by binational panels.
These panels are established, when a Request for Panel Review is received by the NAFTA Secretariat, to act in place of national courts to review final determinations expeditiously to determine whether they are in accordance with the antidumping or countervailing duty law of the country that made the determination.
Under Article 1904 of the North American Free Trade Agreement, which came into force on January 1, 1994, the Government of Canada, the Government of the United States and the Government of Mexico established the Rules of Procedure for Article 1904 Binational Panel Reviews. These Rules were published in the Canada Gazette, Part Ⅰ, on January 1, 1994.

PUBLIC SERVICE EMPLOYMENT ACT
Permission and leave granted
The Public Service Commission of Canada, pursuant to section 116 of the Public Service Employment Act, hereby gives notice that it has granted permission, pursuant to subsection 114(4) of the said Act, to Miguel Tremblay, National Coordinator, Data Commercial Services (PC-03), Environment Canada, Montréal, Quebec, to allow him to seek nomination as a candidate before and during the election period and to be a candidate before the election period in the next provincial election for the electoral district of Laurier-Dorion, Quebec. The date of the provincial election has not been confirmed.
The Public Service Commission of Canada, pursuant to subsection 114(5) of the said Act, has also granted a leave of absence without pay during the election period, effective at close of business on the first day of the election period, to allow him to be a candidate during the election.
