Therefore, the Minister of the Environment, pursuant to subsections 87(1) and (5) of the Canadian Environmental Protection Act, 1999 (see footnote d), makes the annexed Order 2012-87-08-02 Amending the Non-domestic Substances List.

Significant New Activity Notice
(Section 85 of the Canadian Environmental Protection Act, 1999)
Whereas the Minister of the Environment and the Minister of Health have assessed information in respect of the substance fatty acids, reaction products with alkanolamine and alkyloxide under section 83 of the Canadian Environmental Protection Act, 1999;
Whereas the substance is not specified on the Domestic Substances List;
And whereas the ministers suspect that a significant new activity in relation to the substance may result in the substance becoming toxic within the meaning of section 64 of the Canadian Environmental Protection Act, 1999,
Therefore, the Minister of the Environment indicates, pursuant to section 85 of the Canadian Environmental Protection Act, 1999, that subsection 81(4) of that Act applies to the substance in accordance with the Annex.

Information Requirements
(Section 85 of the Canadian Environmental Protection Act, 1999)
- In relation to the substance fatty acids, reaction products with alkanolamine and alkyloxide, a significant new activity is
- (a) the use of the substance in Canada, in a quantity greater than 100 kilograms per calendar year, in a personal care product or in a non-industrial and non-commercial cleaning product or lubricant product; or
- (b) any other use of the substance in Canada, in a quantity greater than 50 000 kilograms per calendar year, other than as a fuel additive or industrial lubricant; or
- (c) the manufacture of the substance in Canada, in a quantity greater than 50 000 kilograms per calendar year.
- The following information must be provided to the Minister at least 90 days before the commencement of each proposed significant new activity:
- (a) a description of the proposed significant new activity in relation to the substance;
- (b) the information specified in Schedule 4 to the New Substances Notification Regulations (Chemicals and Polymers);
- (c) the information specified in items 8 and 10 of Schedule 5 to those Regulations;
- (d) the anticipated annual quantity of the substance to be used in relation to the significant new activity;
- (e) the identification of every other government agency, either outside or within Canada, that the person proposing the significant new activity has notified of the use of the substance and, if known, the agency’s file number, the outcome of the assessment and, if any, the risk management actions in relation to the substance imposed by the agency;
- (f) if known, the three sites in Canada where the greatest quantity of the substance, in relation to the significant new activity, is anticipated to be used or processed and the estimated quantity by site;
- (g) all other information or test data in respect of the substance that are in the possession of the person proposing the significant new activity, or to which they have access, and that are relevant to determining whether the substance is toxic or capable of becoming toxic;
- (h) for the significant new activity described in paragraph 1(a), the identity and concentration of each component in the product;
- (i) for the significant new activity described in paragraph 1(b) or (c), which results in a release of the substance to the aquatic environment in a quantity exceeding 3 kilograms per day, per site, averaged monthly and after wastewater treatment, the information specified in paragraph 7(2)(a) to those Regulations;
- (j) for the significant new activity described in paragraph 1(b) or (c), the information specified in paragraph 7(3)(b) to those Regulations; and
- (k) for the significant new activity described in paragraph 1(c),
- (i) a brief description of the manufacturing process that details the reactants used to produce the substance, reaction stoichiometry, nature (batch or continuous) and scale of the process,
- (ii) a flow diagram of the manufacturing process that includes features such as process tanks, holding tanks and distillation towers, and
- (iii) a brief description of the major steps in manufacturing operations, the chemical conversions, the points of entry of all the reactants and the points of release of the substance, and the processes to eliminate environmental release.
- (i) a brief description of the manufacturing process that details the reactants used to produce the substance, reaction stoichiometry, nature (batch or continuous) and scale of the process,
- The above information will be assessed within 90 days after the day on which it is received by the Minister.
EXPLANATORY NOTE
(This explanatory note is not part of the Significant New Activity Notice.)
A Significant New Activity Notice is a legal instrument issued by the Minister of the Environment pursuant to section 85 of the Canadian Environmental Protection Act, 1999. The Significant New Activity Notice sets out the appropriate information that must be provided to the Minister for assessment prior to the commencement of a new activity as described in the Notice.
Substances that are not listed on the Domestic Substances List can be manufactured or imported only by the person who has met the requirements set out in section 81 of the Canadian Environmental Protection Act, 1999. Under section 86 of the Canadian Environmental Protection Act, 1999, in circumstances where a Significant New Activity Notice is issued for a new substance, it is the responsibility of every person who transfers the physical possession or control of the substance to notify all persons to whom the possession or control is transferred of the obligation to comply with the Significant New Activity Notice and of the obligation to notify the Minister of the Environment of any new activity and all other information as described in the Notice. It is the responsibility of the users of the substance to be aware of and comply with the Significant New Activity Notice and to submit a Significant New Activity notification to the Minister prior to the commencement of a significant new activity associated with the substance. However, as mentioned in subsection 81(6) of the Canadian Environmental Protection Act, 1999, a Significant New Activity notification is not required when the proposed new activity is regulated under an act or regulations listed on Schedule 2 to the Canadian Environmental Protection Act, 1999.
A Significant New Activity Notice does not constitute an endorsement from Environment Canada or the Government of Canada of the substance to which it relates, or an exemption from any other laws or regulations that are in force in Canada and that may apply to this substance or activities involving the substance.

Results of the 2011-2012 Call for Bids: Beaufort Sea and Mackenzie Delta
The Minister of Indian Affairs and Northern Development hereby gives notice pursuant to subsection 15(2) of the Canada Petroleum Resources Act, R.S. 1985, c. 36, 2nd supplement, of the bids which have been selected in response to the 2011-2012 Beaufort Sea and Mackenzie Delta Call for Bids. Winning bidders who submit work deposits representing 25% of their work proposal bid will be eligible to receive an exploration licence.
A summary of the terms and conditions applicable to the call was published in the Canada Gazette, Part Ⅰ, of on April 28, 2012. The call closed on September 6, 2012.

STANDARDS COUNCIL OF CANADA
Chairperson and Member (part-time position)
Established in 1970, the Standards Council of Canada (SCC) is a federal Crown corporation with a mission to oversee and facilitate the development and use of national and international standards and accreditation services for the purpose of enhancing Canada’s competitiveness and social well-being.
Located in Ottawa, the SCC has a 13-member governing Council and a staff of approximately 90. The organization reports to Parliament through the Minister of Industry and oversees Canada’s National Standards System. As the leader of Canada’s standardization network, the SCC promotes the participation of Canadians in voluntary standards activities; promotes public-private sector cooperation in relation to voluntary standardization in Canada; coordinates and oversees the efforts of the persons and organizations involved in the National Standards System; fosters quality, performance and technological innovation in Canadian goods and services through standards-related activities; and develops standards-related strategies and long-term objectives.
The Chairperson is responsible for the proper conduct of Board meetings to ensure that the SCC carries out its mandate and objectives effectively. He/she provides leadership and ensures that the Board operates in an effective and constructive manner and holds management accountable for its performance.
The successful candidate should possess a degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience. He/she will possess experience in the executive direction of a private or public organization including the management of human and financial resources and experience in the development of strategic and corporate plans. The preferred candidate will have experience in dealing with senior government officials and stakeholders in addition to significant board experience, including chairing board meetings, and working effectively with senior management. Experience in international relations and/or working with international organizations and experience in the standards field and dealing with complex standards policy issues are also required.
The qualified candidate will be familiar with global trends and have general knowledge of the Standards Council of Canada’s mandate and activities, in addition to general knowledge of the Standards Council of Canada Act. The suitable candidate will possess knowledge of the role and responsibilities of the Chairperson and Board of Directors, in addition to financial literacy, and knowledge of corporate governance and risk management.
The chosen candidate will have the ability to anticipate emerging issues and develop strategies to enable the Board to seize opportunities or solve problems as well as the ability to assess management recommendations and provide direction and guidance to senior management. The qualified candidate must possess the ability to foster debate and discussions among Board members, facilitate consensus and manage conflicts, should they arise. The Chairperson must be able to develop and maintain effective working relationships with management, the Minister and his/her office, the Deputy Minister and the Standards Council of Canada’s partners and stakeholders. Superior communication skills, both written and oral, are required, as is the ability to act as the spokesperson when dealing with stakeholders, media, public institutions, governments and other organizations.
The successful candidate must be a person of sound judgement and integrity, and must adhere to high ethical standards. He/she must be a consensus-builder and negotiator and an analytical and strategic thinker, with demonstrated decision-making skills. The chosen candidate will be recognized by his/her peers as a strategic leader in his/her field and will be respected for his/her discretion and trustworthiness.
Proficiency in both official languages would be preferred.
