Publication of final decision after screening assessment of 533 substances specified on the Domestic Substances List (subsection 77(6) of the Canadian Environmental Protection Act, 1999)
Whereas the 533 substances annexed hereby are substances on the Domestic Substances List identified under subsection 73(1) of the Canadian Environmental Protection Act, 1999;
Whereas a summary of the final screening assessment report conducted on the substances pursuant to section 74 of the Act is annexed hereby;
And whereas these substances do not meet any of the criteria set out in section 64 of the Act;
Notice therefore is hereby given that the Ministers of the Environment and of Health propose to take no further action in respect of the substances at this time under section 77 of the Act.

Summary of the Final Screening Assessment
Based on the results from the categorization of substances on the Domestic Substances List (DSL), a subset of 1 066 substances was identified for application of a rapid screening approach. These substances included those that met categorization criteria as being inherently toxic (ecological) and either persistent or bioaccumulative (but not both), in addition to being in commerce in low quantities (maximum use in Canada of 1 000 kg per year based on 1986 data) and are therefore expected to be of lower concern.
In considering this group of substances, this rapid screening approach involves four main steps in identifying substances that warrant further evaluation of their potential to cause harm. The first step consists of determining if substances are currently being addressed under other assessment activities. The second step involves applying different ecological exposure scenarios using assumptions that are protective of the environment. The third step involves a process to identify whether or not a substance appears on any of a wide range of different lists or in information sources relating to ecological hazard or exposure. This flags substances that have been identified by domestic or international initiatives as being of greater concern due to their hazard properties, or which may now be in commerce at greater quantities than had been considered to be the case based on the available information.
Substances not identified as requiring further assessment due to ecological concerns are evaluated in the fourth step to determine whether a given substance is of potential concern from a human health perspective. A key element of characterization of potential risk for human health is determination of potential for exposure to the general population. Substances assumed to be in commerce in Canada at ≤ 1 000 kg are considered to result in potential exposure to the general population if there is evidence of direct exposure (e.g. exposure from products, food additives). Otherwise it is concluded that the substance is unlikely to cause harm to human health at current levels of exposure.
In total, 472 substances were identified through the four steps of the rapid screening approach as requiring further assessment, including some that are currently being addressed under other assessment activities. A further 61 substances were withdrawn from this process for additional reasons (such as that they had since been deleted from the DSL or that they no longer met the low volume criteria for rapid screening).
For the remaining 533 substances, the screening assessment, conducted pursuant to section 74 of the Canadian Environmental Protection Act, 1999 (CEPA 1999), indicated that use patterns and quantities are unlikely to result in ecological or human health concerns in Canada. Furthermore, evaluation of a wide range of information sources did not identify additional ecological flags. From a human health perspective, exposure to the general population to the 533 substances is expected to be negligible; therefore, the substances are unlikely to cause harm to human health at current levels of exposure.
Conclusion
Based on the results of this screening assessment, it is concluded that the 533 substances listed in Annex II are not entering the environment in a quantity or concentration or under conditions that have or may have an immediate or long-term harmful effect on the environment or its biological diversity, that constitute or may constitute a danger to the environment on which life depends, or that constitute or may constitute a danger in Canada to human life or health. It is therefore concluded that these 533 substances do not meet the criteria as set out in section 64 of CEPA 1999.

NOTICE OF INTENT TO CONDUCT A STRATEGIC ENVIRONMENTAL ASSESSMENT ON A PLURILATERAL INTERNATIONAL SERVICES AGREEMENT
On March 18, 2013, the Honourable Ed Fast, Minister of International Trade and Minister for the Asia-Pacific Gateway, announced that Canada will join 20 other World Trade Organization (WTO) members, in negotiations toward a plurilateral international services agreement among themselves. The working name for this initiative is Trade in Services Agreement (TISA).
The current participants in these discussions with Canada are Australia, the United States, the European Union, New Zealand, Korea, Mexico, Chile, Colombia, Chinese Taipei, Japan, Hong Kong (China), Norway, Switzerland, Pakistan, Israel, Peru, Costa Rica, Turkey, Panama and Iceland. However, other interested WTO members could potentially join the negotiations and a finished agreement would also be open for accession to other WTO members.
The Government of Canada is conducting an environmental assessment (EA) to inform these trade discussions. Comments are invited on any likely and significant environmental impacts on Canada resulting from a prospective plurilateral international services agreement.
The Government of Canada is committed to sustainable development. Mutually supportive trade, investment and environmental policies can contribute to this objective. To this end, negotiators endeavour to obtain relevant information and otherwise improve their understanding of the relationship between trade and environmental issues at the earliest stages of decision making, and to do this through an open and inclusive process. Environmental assessments of trade negotiations are critical to this work.
This process is undertaken in accordance with the 2010 Cabinet Directive on the Environmental Assessment of Policy, Plan, and Program Proposals.

The Citizenship Commission (Commission) is an administrative body within Citizenship and Immigration Canada (CIC). The Commission consists of all citizenship judges working across Canada. Its mandate includes the review of approximately 160 000 citizenship applications each year, the assessment of applicants to ensure that they meet the requirements of the Citizenship Act and Regulations, and the administration of the oath of citizenship. The Commission highlights the importance of the rights and responsibilities of Canadian citizenship, maintains the integrity of the citizenship process, and promotes citizenship by working with school boards, service clubs, multicultural groups and other community organizations.
The Senior Judge provides the professional and administrative leadership for the Commission. Reporting to Parliament through the Minister of Citizenship, Immigration and Multiculturalism, the Senior Judge is responsible for ensuring the proper administration of the law and promoting collegiality among citizenship judges. As part of CIC, the Senior Judge also assumes responsibility for managing the administrative and professional services that the Commission offers to judges.
The successful candidate should possess a university degree in a relevant field or an acceptable combination of education, job-related training and/or experience. A law degree would be preferred. Experience in managing at the senior executive level in a private or public sector organization, including the management of human and financial resources, is required. The ideal candidate will have demonstrated decision-making experience with respect to sensitive and complex issues and will possess experience in the interpretation and application of legislation, policies and directives. Experience in the citizenship, immigration and/or refugee field at a national or international level, as well as experience in the operation and conduct of an adjudicative tribunal, such as the Citizenship Commission, an agency or equivalent, would be considered an asset.
The chosen candidate must have knowledge of the operations of an adjudicative tribunal, including the rules that govern its operations, and knowledge of the mandate of the Citizenship Commission, the Citizenship Act, the Immigration and Refugee Protection Act, the Criminal Code, and relevant case law and regulations. The candidate must have knowledge of the procedures and practices involved in conducting an adjudicative hearing and in the legal principles involved, particularly as they relate to evidence, legal interpretation, administrative law and natural justice, as well as knowledge of sound management principles and the operations of government. Knowledge of the guide Discover Canada: The Rights and Responsibilities of Citizenship is also required.
The qualified candidate must have the ability to develop and maintain cooperative relationships with a broad range of stakeholders. He or she must also be able to demonstrate sensitivity to the differing needs of multiple stakeholders, and the ability to manage the administrative and professional services that the Commission offers to judges. The ability to make sound decisions and to provide leadership, including building and maintaining a high level of motivation and morale in employees, is also required. The preferred candidate will have the ability to develop effective working relationships with senior Government officials while maintaining the degree of independence required of an adjudicative tribunal. The position requires the incumbent to have superior communication skills, both written and oral, and the ability to act as a spokesperson for the organization in dealing with the media, public institutions, governments and other organizations. The successful candidate must be a person of sound judgement and integrity, must adhere to strong ethical standards and must have superior leadership and interpersonal skills. Impartiality, tact and diplomacy are also required.
Proficiency in both official languages would be preferred.

Established in 1876, the Royal Military College of Canada (RMCC) is a bilingual, military-civilian university that is proud of its heritage of producing leaders for the Canadian Forces and Canada. Its role is multifaceted and unique, and is dedicated to the education and development of leaders committed to serving Canada through a program that consists of four components: Academics, Military Leadership, Physical Fitness and Bilingualism. Located in the historic city of Kingston, against the beautiful backdrop of Lake Ontario, the RMCC has over 200 faculty and 400 staff and approximately 8 000 part-time and full-time graduate and undergraduate students in the Faculties of Arts, Science and Engineering.
The Principal is the key academic leader of the RMCC, accountable for defining the academic policy and frameworks for the College and for the operation of all academic and second language activities of the institution. The Principal represents the RMCC both nationally and internationally, working to maintain and further promote the College as an accredited university of academic excellence.
As Principal, the successful candidate should possess a graduate degree in a discipline appropriate to the College or an acceptable combination of equivalent education, job-related training and/or experience. A PhD and a distinguished record of scholarship in a discipline appropriate to the College would be considered an asset. The qualified candidate will be the key academic leader of the RMCC and the senior academic in the Department of National Defence.
