2012-2013 Call for Bids for a Significant Discovery Licence: Arctic Islands of Nunavut
This notice is made pursuant to subsection 14(1) and section 19 of the Canada Petroleum Resources Act, R.S.C., 1985, c. 36 (2nd Supp.).
The Minister of Indian Affairs and Northern Development hereby calls for the submission of bids in respect of one parcel in the Arctic Islands of Nunavut, comprising the following lands:

The following is a summary of the official 2012-2013 Call for Bids for a Significant Discovery Licence in the Arctic Islands of Nunavut:

1. Sealed bids must be delivered either by registered mail or in person to the following address, no later than noon (Mountain Time), on September 17, 2013: Group Leader, Data Management, Operations Business Unit, National Energy Board, 444 Seventh Avenue SW, Calgary, Alberta T2P 0X8..

2. Bids will only be accepted in relation to an entire parcel. Any submission of a bid shall be made on the understanding that the terms and conditions are accepted and agreed to by the bidder, including specific terms and conditions relating to the environment, requirements under land claims, and requirements for northern benefits.

3. Selection of the successful bid will be made on the basis of a sole criterion, namely, the total amount of money bid, in the form of a one-time, non-refundable payment to the “Receiver General for Canada.” Bids of less than $2 million for the parcel will not be considered.

4. Each bid must be accompanied by a Bid Deposit for the specific parcel in the amount of $50,000. Bid Deposits will be returned to unsuccessful bidders, without interest, following announcement of the winning bidder(s). The successful bidder will be required to submit the bid payment within 15 working days following the announcement of the successful bidders. The Bid Deposit will be returned to the winning bidder, without interest, once the bid payment is received by the Rights Administrator.

5. A $10 application fee for a Significant Discovery Licence must be submitted with the bid payment.

6. Subject to the Canada Petroleum Resources Act, a Significant Discovery Licence continues in force, in relation to each portion of the frontier lands to which the licence applies, during such period as the declaration of significant discovery on the basis of which the licence was issued remains in force in relation to that portion.

7. Significant Discovery Licences are subject to the payment of Environmental Studies Research Fund levies in accordance with section 81 of the Canada Petroleum Resources Act.

8. The interest owner shall provide to the Minister, in writing, annual reports describing activities planned to be undertaken to advance work on the licence for the upcoming year as well as details of any activities undertaken in the preceding year.

9. Rentals on the Significant Discovery Licence will be applicable at the following rates: Years Rates Years 1 to 5

Annual increase of $100,000 -
10. Rentals will be offset in accordance with the allowable expenditures.

The following is a summary of the official 2012-2013 Call for Bids for Exploration Licences in the Central Mackenzie Valley:

Work Proposal Bids of less than one million dollars for each parcel will not be considered.

4. Each bid must be accompanied by a Bid Deposit for the specific parcel in the amount of $50,000. Bid Deposits will be returned to unsuccessful bidders, without interest, following announcement of the winning bidder(s). The successful bidder will be required to post 25% of the Work Proposal Bid as security for the performance of work within 15 working days following the announcement of the successful bidders. The Bid Deposit will be returned to the winning bidder, without interest, once the Work Deposit is received by the Rights Administrator.

5. Issuance fees of $250 per grid or portion thereof must be submitted with the Work Deposit.

6. The term for Exploration Licences issued from the 2012-2013 Call for Bids for Exploration Licences in the Central Mackenzie Valley region will be nine years consisting of two consecutives periods of five and four years.

7. Exploration Licences are subject to the payment of Environmental Studies Research Fund levies in accordance with section 81 of the Canada Petroleum Resources Act.

8. The drilling of one exploratory or delineation well prior to the end of Period 1 is a condition precedent to obtaining tenure to Period 2. To meet this requirement, such a well shall be drilled to a depth sufficient to evaluate a defined geological objective.

9. Rentals will be payable during Period 2 at a rate of $3.00 per hectare for the first year of Period 2, $5.50 per hectare for the second year of Period 2 and $8.00 per hectare for the third and fourth years of Period 2.

10. Work Deposits and rentals will be offset in accordance with the allowable expenditures.

NATIONAL CAPITAL COMMISSION

Salary: $175,600–$206,500
The National Capital Commission (NCC), established in 1958 under the National Capital Act, is a federal Crown corporation whose mandate is to prepare plans for and assist in the development, conservation and improvement of the National Capital Region (NCR) in order that the nature and character of the seat of the Government of Canada may be in accordance with its national significance. To fulfil its mandate, the NCC approves and coordinates the acquisition and development of federal lands in the NCR. In Budget 2013, the Government announced that it will transfer the mandate to promote the National Capital Region from the National Capital Commission to the Department of Canadian Heritage.
The Chief Executive Officer (CEO) reports to Parliament through the Minister of Foreign Affairs and is responsible for overseeing and directing all aspects of the Commission's activities, as well as providing strategic policy direction for the Commission.
The successful candidate should possess a degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience. He/she will possess significant management experience at the senior executive level, including managing human and financial resources, and experience in strategic management, organizational change and implementing modern corporate governance principles and best practices. Experience in dealing with different levels of government, preferably with senior government officials, experience in reporting to or serving a Board of Directors, as well as experience in real asset management and/or urban planning would be considered assets.
The qualified candidate will have knowledge of the National Capital Commission's mandate, business activities and public policy issues, as well as its governing legislation, including the National Capital Act and the Financial Administration Act. The suitable candidate will possess knowledge of the federal government's policies and priorities and how they relate to the National Capital Commission. The ideal candidate will have knowledge of real asset management, urban planning and other related fields such as tourism, communications, marketing and architecture. Knowledge of heritage preservation and environmental sustainability and of human resources and financial management are also required.
The chosen candidate has the ability to manage, provide corporate vision, leadership and the strategic direction needed for the National Capital Commission to fulfill its mandate and attain its objectives effectively and efficiently. The ability to develop effective relationships with a Board of Directors, federal, provincial and municipal governments and the Commission's partners; and to analyze complex issues and develop strategies to enable the National Capital Commission to optimize its human, financial and material resources is required. The successful candidate must be able to implement decisions made by the Board and report back on their progress as well as facilitate consensus and to manage conflicts, should they arise. Superior communication skills, both written and oral, are also required.
The successful candidate will have sound judgment, high ethical standards and integrity, superior interpersonal skills and initiative, as well as tact and diplomacy.
Proficiency in both official languages would be preferred.
The successful candidate must reside in or be willing to relocate to the National Capital Region or to a location within reasonable commuting distance.
