CANADIAN INTERNATIONAL TRADE TRIBUNAL
DETERMINATION
Custodial operations and related services
Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2012-047) on June 6, 2013, with respect to a complaint filed by M.L. Wilson Management (ML Wilson), of Jasper, Alberta, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985 (4th Supp.), c. 47, concerning a procurement (Solicitation No. 5P423-13-6419) by the Parks Canada Agency (Parks Canada). The solicitation was for the provision of housekeeping services at the Palisades Stewardship Education Centre in Jasper National Park.
ML Wilson alleged that Parks Canada failed to follow the proper process when it awarded the contract to another bidder.
Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the North American Free Trade Agreement, the Agreement on Government Procurement, the Canada-Chile Free Trade Agreement, the Canada-Peru Free Trade Agreement and the Canada-Colombia Free Trade Agreement, the Tribunal determined that the complaint was valid in part.
Further information may be obtained from the Secretary, Canadian International Trade Tribunal, 333 Laurier Avenue W, 15th Floor, Ottawa, Ontario K1A 0G7, 613-993-3595 (telephone), 613-990-2439 (fax), secretary@citt-tcce.gc.ca (email).

EXPIRY REVIEW OF FINDINGS
Aluminum extrusions
The Canadian International Trade Tribunal (the Tribunal) hereby gives notice that it will, pursuant to subsection 76.03(3) of the Special Import Measures Act (SIMA), initiate an expiry review of its findings (Expiry Review No. RR-2013-003) made on March 17, 2009, in Inquiry No. NQ-2008-003, and as amended on February 10, 2011, in Inquiry No. NQ-2008-003R, concerning the dumping and subsidizing of aluminum extrusions produced via an extrusion process of alloys having metallic elements falling within the alloy designations published by The Aluminum Association commencing with 1, 2, 3, 5, 6 or 7 (or proprietary or other certifying body equivalents), with the finish being as extruded (mill), mechanical, anodized or painted or otherwise coated, whether or not worked, having a wall thickness greater than 0.5 mm, with a maximum weight per metre of 22 kg and a profile or cross-section which fits within a circle having a diameter of 254 mm, originating in or exported from the People's Republic of China, excluding the products described in Appendix 1 (the subject goods). The findings are scheduled to expire on March 16, 2014.
In this expiry review, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the findings in respect of the subject goods is likely to result in the continuation or resumption of dumping and subsidizing of the subject goods. If the CBSA determines that the expiry of the findings in respect of any goods is likely to result in the continuation or resumption of dumping and subsidizing, the Tribunal will then conduct an expiry review to determine if the continued or resumed dumping and subsidizing is likely to result in injury or retardation. The CBSA must provide notice of its determination within 120 days after receiving notice of the Tribunal's decision to initiate an expiry review, that is, no later than October 3, 2013. The Tribunal will issue its order no later than March 17, 2014, and its statement of reasons no later than April 1, 2014.
Each person or government wishing to participate in this expiry review must file a notice of participation with the Secretary on or before October 15, 2013. Each counsel who intends to represent a party in the expiry review must file a notice of representation, as well as a declaration and undertaking, with the Secretary on or before October 15, 2013.
The schedule for this expiry review is found at www.citt-tcce.gc.ca. Further information regarding the CBSA's investigations can be obtained by contacting Mr. Paul Pomnikow, CBSA, 100 Metcalfe Street, 11th Floor, Ottawa, Ontario K1A 0L8, 613-948-7809 (telephone), 613-954-3750 (fax), paul.pomnikow@cbsa-asfc.gc.ca (email). A copy of the CBSA's investigation schedule and expiry review investigation guidelines are available on the CBSA's Web site at www.cbsa-asfc.gc.ca/sima-lmsi/er-rre/menu-eng.html.
The Tribunal will hold a public hearing relating to this expiry review in the Tribunal's Hearing Room No. 1, 18th Floor, 333 Laurier Avenue W, Ottawa, Ontario, commencing on January 20, 2014, at 9:30 a.m., to hear evidence and representations by interested parties.
In accordance with section 46 of the Canadian International Trade Tribunal Act, a person who provides information to the Tribunal and who wishes some or all of the information to be kept confidential must, among other things, submit a non-confidential edited version or summary of the information designated as confidential, or a statement indicating why such a summary cannot be made.
Written submissions, correspondence and requests for information regarding the Tribunal's portion of this matter should be addressed to the Secretary, Canadian International Trade Tribunal, 333 Laurier Avenue W, 15th Floor, Ottawa, Ontario K1A 0G7, 613-993-3595 (telephone), 613-990-2439 (fax), secretary@citt-tcce.gc.ca (email).
Further details regarding this expiry review, including the schedule of key events, are contained in the documents entitled “Additional Information” and “Expiry Review Schedule” appended to the notice of expiry review and available on the Tribunal's Web site at www.citt-tcce.gc.ca.
