Educational and training services

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2013-014) from Knowledge Circle Learning Services Inc. (KCLS), of Ottawa, Ontario, concerning a procurement (Solicitation No. RFSO — HC French Language [Reference No. 123728]) by the Department of Health (Health Canada). The solicitation is for the provision of French language training services for Health Canada branch and agency employees. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.

KCLS alleges that Health Canada improperly extended six Standing Offer Agreements (SOAs) for the provision of French language training services beyond the maximum duration specified in the solicitation and the original SOAs, which, according to KCLS, constitutes new procurements.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2013-013) from the Saskatchewan Institute of Applied Science and Technology (SIAST), of Saskatoon, Saskatchewan, concerning a procurement (Solicitation No. 2013-A-033388-1) by the Department of Foreign Affairs, Trade and Development (DFATD) [formerly the Canadian International Development Agency]. The solicitation is for the services of a consultant to implement and manage a project, in partnership with the Vietnam National University — Ho Chi Minh and the three Provincial People’s Committees. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.

The Commission calls for comments on a proposed amendment to the linkage and distribution requirements for Canadian ethnic and third-language services, set out in subsection 27(2) of the Broadcasting Distribution Regulations. The deadline for the receipt of comments is October 15, 2013.

REGULATIONS AMENDING THE BROADCASTING DISTRIBUTION REGULATIONS

AMENDMENT

1. Subsection 27(2) of the Broadcasting Distribution Regulations (see footnote 1) is replaced by the following:

(2) Except as otherwise provided under a condition of its licence, a licensee shall, for every one to three non-Canadian third-language services that it distributes to its subscribers, distribute — to the extent that one or the other of the following is available — at least:

  • (a) one Canadian third-language service in the same principal language; or
  • (b) one ethnic Category A service in the same principal language.

2. These Regulations come into force on the day on which they are registered.

NATIONAL ENERGY BOARD

APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES

PPL EnergyPlus, LLC

By an application dated September 20, 2013, PPL EnergyPlus, LLC (the “Applicant”) has applied to the National Energy Board (the “Board”), under Division II of Part VI of the National Energy Board Act (the “Act”), for authorization to export up to 4 380 000 MWh of firm energy and up to 4 380 000 MWh of interruptible energy annually for a period of 10 years.

The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that a public hearing be held. The directions on procedure that follow explain in detail the procedure that will be used.

  1. The Applicant shall deposit and keep on file, for public inspection during normal business hours, copies of the application at its offices located at PPL EnergyPlus, LLC, Attention: Ms. Anne Fiore, Two North Ninth Street (GENPL7), Allentown, Pennsylvania 18101, United States, 610-774-6268 (telephone), 610-774-5077 (fax), and provide a copy of the application to any person who requests one.   3. Pursuant to subsection 119.06(2) of the Act, the Board is interested in the views of submitters with respect to

      • (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
      • (ii) given an opportunity to purchase electricity on terms and conditions as favourable as the terms and conditions specified in the application to those who, within a reasonable time of being so informed, demonstrate an intention to buy electricity for consumption in Canada.
  4. Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this notice of application and directions on procedure shall be filed with the Secretary of the Board and served on the party that filed the submission by November 5, 2013.

The Public Service Commission of Canada, pursuant to section 116 of the Public Service Employment Act, hereby gives notice that it has granted permission, pursuant to subsection 115(2) of the said Act, to Darrin Thorne, Officer, Sales and Distribution (PM-2), Canadian Hydrographic Service, Department of Fisheries and Oceans, St. John’s, Newfoundland and Labrador, to be a candidate, before and during the election period, for the position of Mayor for the Town of Flatrock, Newfoundland and Labrador, in a municipal election to be held on September 24, 2013.
