2013-2014 Call for Bids for Exploration Licences: Beaufort Sea and Mackenzie Delta
This notice is made pursuant to subsection 14(1) and section 19 of the Canada Petroleum Resources Act, R.S.C. 1985, c. 36 (2nd Supp.).
The Minister of Indian Affairs and Northern Development hereby calls for the submission of bids in respect of one parcel in the Beaufort Sea and Mackenzie Delta of the Northwest Territories, comprising the following lands:

The following is a summary of the official 2013-2014 Call for Bids for Exploration Licences in the Beaufort Sea and Mackenzie Delta:
- Sealed bids must be delivered either by registered mail or in person to the following address, no later than noon (Mountain Time), on February 25, 2014: Group Leader, Data Management, Operations Business Unit, National Energy Board, 444 Seventh Avenue SW, Calgary, Alberta T2P 0X8.
- Bids will only be accepted in relation to an entire parcel. Any submission of a bid shall be made on the understanding that the terms and conditions are accepted and agreed to by the bidder, including: specific terms and conditions relating to the environment; requirements under land claims; and requirements for northern benefits.
- Selection of the successful bid will be made on the basis of a sole criterion, namely, the total amount of money that the bidder proposes to spend doing exploratory work on each parcel within Period 1 of the term of the Exploration Licence (Work Proposal Bid). Work Proposal Bids of less than $1,000,000 for each parcel will not be considered.
- Each bid must be accompanied by a Bid Deposit for the specific parcel in the amount of $50,000. Bid Deposits will be returned to unsuccessful bidders, without interest, following announcement of the winning bidder(s). The successful bidder will be required to post 25% of the Work Proposal Bid as security for the performance of work within 15 working days. The Bid Deposit will be returned to the winning bidder, without interest, once the Work Deposit is received by the Rights Administrator.
- Issuance fees of $250 per grid or portion thereof must be submitted with the Work Deposit.
- The term for Exploration Licences issued from the 2013-2014 Call for Bids — Beaufort Sea and Mackenzie Delta will be nine years.
For parcels which lie south of Line A on the call map, the term of nine years will consist of two consecutive periods of five and four years.
For those parcels which lie north of, or straddle, Line A on the call map, the term of nine years will consist of two consecutive periods of seven and two years. - Exploration Licences are subject to the payment of Environmental Studies Research Fund levies in accordance with section 81 of the Canada Petroleum Resources Act.
- The drilling of one exploratory or delineation well prior to the end of Period 1 is a condition precedent to obtaining tenure to Period 2. To meet this requirement, such a well shall be drilled to a depth sufficient to evaluate a defined geological objective.
- Rentals will be payable during Period 2 at the following rates:

NOTICE OF VACANCY
CANADA COUNCIL FOR THE ARTS
Director and Chief Executive Officer
Salary range: $210,600 to $247,700
Location: Ottawa, Ontario
The Canada Council for the Arts is a federal Crown corporation created by an Act of Parliament in 1957 “to foster and promote the study and enjoyment of, and the production of works in, the arts.” To fulfill this mandate, the Council offers a broad range of grants and services to professional Canadian artists and arts organizations in dance, music, theatre, visual arts, writing and publishing, media arts and integrated arts. It also promotes public awareness of the arts through its communications, research and arts promotion activities. The Canada Council Art Bank, the Killam Program of scholarly awards, and the Canadian Commission for UNESCO are administered through the Council.
The Director is the Chief Executive Officer and is accountable to and reports to the Board of Directors. He/she leads the corporation in developing and delivering the Council’s programs and activities, and provides corporate leadership for the management of the corporation’s resources and assets and for the effectiveness and efficiency of its operations in meeting its mandated objectives.
The Council is looking for a visionary leader who can guide and mobilize the organization to successfully implement the objectives laid out in its 2011–2016 Strengthening Connections Strategic Plan. With an exceptional ability for cooperating creatively and effectively with a highly committed Board of Directors in accomplishing the mission of the organization, the selected candidate should have an enviable reputation in the Canadian cultural community, based on the quality of past achievements and superior professional integrity.
The ideal candidate would have a degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training and/or experience.
The ideal candidate would have corporate leadership experience at the Chief Executive Officer or senior executive level in an organization of a similar size and complexity, preferably in the cultural sector, as well as experience in the management of financial and human resources at the senior executive level. Experience in the strategic management of programs and services and in substantive organizational change initiatives, and in developing and maintaining successful stakeholder relationships and partnerships is desired. The ideal candidate would have experience in dealing with the federal government, preferably with senior government officials, or comparable experience dealing with other levels of government. Experience in reporting to or serving a board would be considered an asset.
The ideal candidate would possess a clear vision of the Canada Council for the Arts and its current and future role, knowledge of the legislative framework, mandate and activities of the Canada Council for the Arts and knowledge of the cultural sector of Canada and its unique disciplinary and regional dimensions. Knowledge of the federal government’s cultural policy agenda and how it relates to the Canada Council for the Arts, especially in arts funding, is desired, as is financial literacy and knowledge of sound governance and management principles and practices.
The ideal candidate would have the ability to provide the corporate vision, leadership and strategic direction needed for the Canada Council for the Arts to fulfill its mandate and meet its objectives in a changing environment. The ability to identify, analyze and define priorities and strategies, and ensure that regional concerns are reflected within the national arts ecology, and the ability to lead organizational change in a manner that fosters collaboration among organizational stakeholders and partners are desired. He/she would possess the ability to focus the energies and talents of the Canada Council for the Arts’ employees and motivate them to achieve corporate objectives, as well as a demonstrated ability to develop effective working relationships with the Board of Directors, management, the Minister and the Minister’s Office, the Deputy Minister, and partners and stakeholders of the Canada Council for the Arts.
The ideal candidate would possess superior communication skills, both written and oral, and the ability to act as the spokesperson in representing the Canada Council for the Arts with stakeholders, media, public institutions, governments and other organizations. He/she would be an innovative and strategic leader and a dynamic advocate for the arts. The candidate would possess high ethical standards and integrity, superior interpersonal skills and sound judgement, in addition to being motivated by challenge and change.
The successful candidate must be prepared to relocate to the National Capital Region or to a location within reasonable commuting distance, as well as be prepared to travel as required within Canada and abroad.
Proficiency in both official languages would be preferred.
