On April 1, 2011, the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure came into force. To be up to date on all ongoing proceedings, it is important to regularly consult “Today's Releases” on the Commission's Web site, which includes daily updates to notices of consultation that have been published and ongoing proceedings, as well as a link to Part 1 applications.

FARM PRODUCTS AGENCIES ACT
Notice of public hearings as part of an inquiry into the merits of establishing a Canadian pork promotion and research agency
The Farm Products Council of Canada (FPCC) has received from the Canadian Pork Council a proposal to establish a Canadian pork promotion and research agency, to be funded by levies applied on hogs marketed domestically as well as on imported pork and pork products.
The Council, pursuant to section 8 of the Farm Products Agencies Act (the Act), hereby provides notice that, pursuant to the direction of the Chairman, a panel, consisting of two members of the FPCC, will hold public hearings to determine the merits of establishing such an agency, pursuant to section 39 of the Act.
The Panel has determined the place and time of the pre-hearing conference (notice below). The panelists are Mr. Mike Pickard, as Panel Chair, and Ms. Maryse Dubé.
The Panel will submit the results of its inquiry to the Council members, and the FPCC will make recommendations to the Minister of Agriculture and Agri-Food.
The Panel will inquire into and review
- (a) the current structure of the Canadian pork industry and the degree of support among producers and importers for establishing an agency;
- (b) the potential effects of establishing a national agency on the operations of producers and importers;
- (c) the means for ensuring that an agency has due regard for the interests of producers, importers and consumers;
- (d) the degree and nature of federal and provincial cooperation required to implement the proposed national marketing plan, the efficient dovetailing of levy collection under federal and provincial jurisdictions and its consistency with the Agreement on Internal Trade;
- (e) the collection of levies on domestic live hogs as well as on imported pork and pork products, including its consistency with Canada's rights and obligations under international trade agreements; and
- (f) whether any restrictions should be placed on the activities of a pork promotion and research agency or on any of the powers to be exercised pursuant to section 42 of the Act.

In order to be considered, all submissions must be received by the FPCC on or before close of business on October 30, 2015.
Note that all information provided as part of these public hearings, except information designated as confidential and accepted as confidential by the Panel, whether sent by postal mail, fax, email or through the FPCC Web site, becomes part of a publicly accessible file and will be posted on the FPCC Web site. Notice of pre-hearing teleconference
The Panel hereby provides notice that, pursuant to section 30 of its General Rules of Procedure, a pre-hearing teleconference will be held on November 5, 2015, at 1 p.m. (Eastern time), in Ottawa, to confirm the dates and locations for the hearings, and address any procedural matters. Parties wishing to participate in this teleconference should notify the Hearing Secretary by no later than 8 p.m. (Eastern Time) on October 23, 2015. Further communication regarding the teleconference and agenda will be emailed and will be available on the FPCC Web site shortly.

The Public Service Commission of Canada, pursuant to section 116 of the Public Service Employment Act, hereby gives notice that it has granted permission, pursuant to subsection 114(4) of the said Act, to Sean Joseph Mulligan, Passport Clerk (CR-3), Service Canada, Department of Employment and Social Development, Gatineau, Quebec, to allow him to seek nomination as a candidate during the election period for the electoral district of Hull—Aylmer, Quebec, in the federal election to be held on October 19, 2015.
The Public Service Commission of Canada, pursuant to subsection 114(5) of the said Act, has also granted a leave of absence without pay during the election period, effective at close of business on the first day the employee is a candidate during the election period.
