SPECIAL IMPORT MEASURES ACT
Certain corrosion-resistant steel sheet — Decision
On January 30, 2020, pursuant to subsection 39(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency extended the time period for making preliminary determinations with respect to the investigations into the alleged injurious dumping and subsidizing of certain corrosion-resistant steel sheet originating in or exported from the Republic of Turkey, the Socialist Republic of Vietnam, and the United Arab Emirates.
SIMA provides that, under normal circumstances, the preliminary stage of the investigations shall be completed within 90 days of the date of initiation. However, due to the complexity and novelty of the issues presented by the investigations, the period has been extended to 135 days, pursuant to subsection 39(1) of SIMA.
Consequently, the preliminary determinations will be made on or before March 20, 2020.

APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES
Castleton Commodities Merchant Trading L.P.
By an application dated January 30, 2020, Castleton Commodities Merchant Trading L.P. (the “Applicant”) has applied to the Commission of the Canada Energy Regulator (the “Commission”), under Division 2 of Part 7 of the Canadian Energy Regulator Act (the “Act”), for authorization to export up to 876 000 MWh of firm energy and up to 876 000 MWh of interruptible energy annually for a period of 10 years.
The Commission wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The directions on procedure that follow explain in detail the procedure that will be used.
- 1. - 3. Pursuant to subsection 359(2) of the Act, the Commission is interested in the views of submitters with respect to
- (a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported; and
- (b) whether the Applicant has
- (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
- (ii) given an opportunity to buy electricity on conditions as favourable as the conditions specified in the application to those who, within a reasonable time after being so informed, demonstrate an intention to buy electricity for consumption in Canada.
- 4. Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this notice of application and directions on procedure shall be filed with the Secretary of the Commission and served on the party that filed the submission by March 24, 2020.

The Canada–Newfoundland and Labrador Offshore Petroleum Board hereby gives notice of the terms and conditions of the interests issued as a result of Call for Bids No. NL19-CFB01. The bids selected, and the information contained on the prescribed bid forms, were published in the Canada Gazette, Part I, Vol. 153, No. 50, on December 14, 2019.
This notice is made pursuant to and subject to the Canada–Newfoundland and Labrador Atlantic Accord Implementation Act, S.C., 1987, c. 3, and the Canada-Newfoundland and Labrador Atlantic Accord Implementation Newfoundland and Labrador Act, R.S.N.L., 1990, c. C-2.

The following is a summary of the terms and conditions of the above-mentioned Exploration Licence:
- 1. The Exploration Licence confers
- (a) the right to explore for, and the exclusive right to drill and test for, petroleum;
- (b) the exclusive right to develop those portions of the offshore area in order to produce petroleum; and
- (c) the exclusive right, subject to compliance with the other provisions of the Act, to obtain a Production Licence.
- 2. The Exploration Licence was issued for a nine-year term effective January 15, 2020.
- 3. Period I is a period of six years commencing on the effective date of the Exploration Licence. The Interest Owner shall commence the drilling of a Validation Well within Period I, and diligently pursue such drilling thereafter, as a condition precedent to obtaining tenure during Period II.
- 4. The Interest Owner may, at its option, extend Period I for additional years to a maximum total of three one-year extensions by posting a Drilling Deposit with the Board before the end of Period I or any additional year extension of Period I in the following amounts:
- Period I A — one-year extension — $5 million
- Period I B — one-year extension — $10 million
- Period I C — one-year extension — $15 million
If a Drilling Deposit is posted, it will be refunded in full if the Validation Well commitment is met during the respective period of extension. Otherwise, the Drilling Deposit will be forfeited upon termination of that period extension.
If a Validation Well is not drilled, the Drilling Deposit will be forfeited to the Receiver General for Canada upon the termination of the Exploration Licence at the end of Period I. Allowable Expenditures cannot be applied against the Drilling Deposit. - 5. Upon the expiration of Period II, there shall be a deemed surrender of the interest except as it relates to the lands or any portion thereof subject to a Significant Discovery Licence, or a Production Licence.
- 6. The Interest Owner for the above-mentioned Exploration Licence was required to provide the following Security Deposit in the form of a promissory note satisfactory to the Board:

A credit against the Security Deposit will be made following each anniversary date of the Exploration Licence on the basis of 25% of Allowable Expenditures. Any deposit balance remaining at the end of Period I, or following the termination of a well commenced and being pursued diligently but not terminated within Period I, or upon the surrender of rights, will be forfeited. - 7. For this Exploration Licence, rentals will be applicable only in Period II at a rate of $5.00 per hectare in respect of the first year and increasing thereafter by $5.00 per hectare per year, up to and including the third year.
- 8. Other terms and conditions referred to in the Exploration Licence include provisions respecting Significant Discoveries, Allowable Expenditures, Indemnity, Liability, Successors and Assigns, Notice, Waiver and Relief, Appointment of Representative and Agreement by Interest Owner.
- 9. Public hearing on proposed nutrient concentration objectives and nutrient load targets for the Red River
The International Joint Commission (IJC) has announced that it is inviting public comment on recommendations made by the International Red River Board (IRRB) in a report describing proposed nutrient concentration objectives and nutrient load targets for the Red River at the boundary between the United States and Canada. Comments will be accepted at a public hearing to be held on February 12, 2020, in Winnipeg, Manitoba. Comments can also be sent by email (Commission@ottawa.ijc.org or Commission@washington.ijc.org) and online until February 28, 2020.

Public hearing on the IRRB report on proposed nutrient water quality objectives

The Commission reports on water quality of the Red River as it crosses the boundary pursuant to a reference under Article IX of the Boundary Waters Treaty of 1909 (the Treaty) between the United States and Canada. Commission recommendations to the two federal governments under Article IX references of the Treaty are not binding and not to be considered decisions of the two federal governments.
The International Red River Board was established by the Commission in part to assist in reporting on the water quality of the Red River as it crosses the boundary and to recommend amendments or additions to the water quality objectives approved by the U.S. and Canadian governments in 1968 when considered warranted by the Commission.
In the 2000s, the IRRB identified nutrients as an issue of concern. The Board established a water quality committee to develop recommendations for potential nutrient load allocations and/or targets. At the IRRB’s September 2019 meeting, the Board agreed to recommend the following nutrient concentration objectives and nutrient load targets for the Red River at the boundary between the United States and Canada:

Commissioners will be present to hear comments at the above-referenced public hearing in Winnipeg, Manitoba, on February 12, 2020, from 7 to 9 p.m. A public comment period on the IRRB report will also be open through February 28, 2020. Public input is essential to the Commission’s consideration of a recommendation to the governments of the United States and Canada.
The International Joint Commission was established under the Boundary Waters Treaty of 1909 to help the United States and Canada prevent and resolve disputes over the use of the waters the two countries share.
