Parks Canada Master List of Fees

The fees listed below have been set under the authority of the Parks Canada Agency Act, and are consistent with the requirements of the Service Fees Act. They apply to all properties administered by Parks Canada.

This edition of the Parks Canada Master List of Fees will be replacing the previous fees published in the Canada Gazette, Part I on August 28, 2010, and November 13, 2010, and will remain valid until such time as the fees are discontinued or revised.

DEFINITIONS

The following definitions apply to all Parks Canada fees unless otherwise specified.

Age-related definitions apply only to independent visitors, and not to visitors arriving as part of a commercial group. Please see the definitions below for more information.

Family/Group: Up to seven persons arriving together in a single vehicle. This definition applies at all national parks, or at any location administered by Parks Canada when using a Parks Canada Discovery Pass.

Discovery Pass: Parks Canada's annual national pass provides unlimited admission for 12 months, from the date of purchase, at over 80 locations administered by Parks Canada that typically charge a daily admission fee.

Independent Visitors: Visitors arriving at locations administered by Parks Canada without the support of an escorted tour operator.

Travel Trade: Companies whose primary business function is sales and fulfillment of tourism experiences and products offered by other organizations. Their clients may be either commercial groups or fully independent travellers (FIT). Additional information about rates available to travel trade operators is listed on the Parks Canada website.

Commercial Group: Visitors travelling in a group escorted by a guide or tour operator.

Escorted Tour Operator: A licensed business that designs, develops, markets, and operates packaged travel products and tours, and accompanies travellers for the duration of their trip, or a portion thereof.

Fully Independent Travellers (FIT): Visitors who purchase some or all components of their trip through the travel trade but visit without the support of an escorted tour operator.

Third Party Resellers: Organizations other than travel trade who are authorized to sell Parks Canada products and/or services on behalf of the Agency. These sales typically occur in a retail environment and typically cater to independent visitors.

Fee Set by Contract: Fees established under a contract between Parks Canada Agency and an external party, or through an agreement between Parks Canada and the user. Fee amounts can be determined through negotiation between the parties involved, or by adhesion, where the fees are set by one party and accepted by the other.

GENERAL INFORMATION

Periodic fee adjustments

Parks Canada fees will automatically increase every two years starting on January 1, 2022. The increases will be based on the two-year cumulative percentage change of the annual average Consumer Price Index (CPI), as published by Statistics Canada. If the cumulative average is negative, no fee adjustments will take place. There will always be a two-year delay between the CPI calculation and the fee adjustment, as outlined below. This will allow Parks Canada to update its financial systems and provide Canadians with advance notice of price changes.

As outlined in section 16(d) of the Service Fees Act and in the fee setting authorities provided under sections 23 and 24 of the Parks Canada Agency Act, this adjustment mechanism replaces the annual fee adjustment requirement outlined in section 17 of the Service Fees Act.

To facilitate communications and the management of cash transactions, all automatic fee increases will be rounded up to the nearest $0.25.

Fee reductions

Parks Canada has the authority to reduce fees in order to advance government priorities, support government programs, as well as for marketing and promotional purposes.

Additional fee setting authorities

Parks Canada has the authority to set fees by contract where the product or service is provided by a third party, or where the service is provided as part of an agreement with the user. Examples of fees set under contract include recreational equipment rentals, special event permits, and Parks Canada official merchandise. Fees set by contract will be made available at each individual location administered by Parks Canada, and are not included in this Master List of Fees.

Deposits and cancellations

Parks Canada may request that up to 50% of a fee be paid in advance as a non-refundable deposit. Fees that require a deposit will be listed on the Parks Canada website.

Additional information

The fees listed below include all applicable taxes unless otherwise specified.

Some products, such as passes ordered through Parks Canada's online sales system, may be subject to additional shipping and handling charges.

All fees listed in this Master List of Fees will follow the scheduled periodic adjustments outlined above. All fees and periodic adjustments will remain in effect until such time as they are retracted or modified.

TERMS AND CONDITIONS

Transferability

All Parks Canada products and services, including admission and accommodations, are non-transferrable and may only be used by the individual whose name is listed on the pass, permit, or reservation.

Annual and seasonal passes

Annual and seasonal passes provide access to a location administered by Parks Canada or service for an operational season, a calendar year, or one full year from the date of purchase, as specified at the time of purchase. Annual and seasonal passes cannot be used for commercial groups.

Ambassador Pass

The Ambassador Pass provides visitors who have paid to visit a national historic site with the ability to return free of charge throughout the year when they are accompanied by a paying friend or relative. A full list of participating locations is available on the Parks Canada website.

Free entry for youth

Since 2018, Parks Canada offers free admission for youth at all sites managed by the Agency.

Travel Trade Discounts

The following discounts are available to commercial group operators only, and will be provided as follows:

Discounts will be based on the number of visitors brought by a commercial group operator during the previous year.

For Fully Independent Travellers (FIT) commercial tour suppliers, a 10% discount will be provided for bulk orders of 100 daily or national passes.

Travel Trade Discounts are applicable to all national historic sites, national parks and national marine conservation areas. All discounts and commercial rates listed here will be replaced by incentives under the Agency's authorities as of January 1, 2023.

Some sites may offer heritage programs and enhanced experiences that feature consumable supplies, third party experience or service providers, specialized expertise and material as well as equipment rentals. Costs for these products and services will be added to Heritage Program rates to determine an all-inclusive fee for the activity.
