The Canadian International Trade Tribunal has received a complaint (File No. PR-2021-023) from Rampart International Corp. (Rampart) of Ottawa, Ontario, concerning a procurement (Solicitation No. W8476-216392/B) made by the Department of Public Works and Government Services on behalf of the Department of National Defence. The solicitation is for a replacement pistol and holster system. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on July 5, 2021, to conduct an inquiry into the complaint.
Rampart alleges that the solicitation requires certain design types that serve no legitimate operational requirement and favour certain bidders.

Application for an order
Notice is hereby given that, on June 29, 2021, an application pursuant to section 92 of the Competition Act, R.S.C. 1985, c. C-34 (“Act”) was filed with the Competition Tribunal (“Tribunal”) by the Commissioner of Competition (“Commissioner”), against Tervita Corporation (“Tervita”) and Secure Energy Services Inc. (“Secure”) (the “Respondents”).
The Commissioner seeks an order:
- directing the Respondents not to proceed with the proposed acquisition of Tervita by Secure;
- in the alternative, requiring Secure not to proceed with the acquisition of such assets as are required for an effective remedy in all the circumstances;
- requiring the Respondents to provide the Commissioner with at least 30 days advance written notice of any future proposed merger, as such term is defined by section 91 of the Act, involving either Respondent for a period of five years, where the proposed merger would not otherwise be subject to notification pursuant to Part IX of the Act;
- requiring the Respondents pay the costs of this proceeding; and
- such further and other relief as the Commissioner may request and the Tribunal may consider appropriate.
Notice is hereby given that any motion for leave to intervene in this matter must be filed with the Tribunal on or before August 24, 2021.
