Shipboard miscellaneous equipment — Repair, overhaul, modification and calibration
Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination (File No. PR-2021-034) on December 23, 2021, with respect to a complaint filed by Marine Recycling Corporation (MRC) of Port Colborne, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. F7044-200238/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of Fisheries and Oceans. The solicitation was for the disposal of the former vessel CCGS W.E. Ricker.
MRC alleged that PWGSC relied on undisclosed criteria in the evaluation of the bid, failed to apply published evaluation criteria and ignored vital information contained in the bid.
Having examined the evidence presented by the parties and considered the provisions of various trade agreements, the Tribunal determined that the complaint was not valid.

FINDINGS
Certain small power transformers
Notice is hereby given that on December 24, 2021, further to its inquiry, the Canadian International Trade Tribunal found (Inquiry No. NQ-2021-003), pursuant to subsection 43(1) of the Special Import Measures Act, that
- (a) the dumping of liquid dielectric transformers having a top power handling capacity equal to or greater than 3 000 kilovolt amperes (kVA) [3 megavolt amperes (MVA)], and less than 60 000 kilovolt amperes (kVA) [60 megavolt amperes [(MVA)], and having a nominal high-voltage rating of greater than 34.5 kilovolts (kV), whether assembled or unassembled, complete or incomplete, originating in or exported from Chinese Taipei and South Korea (excluding those goods exported from South Korea by IEN Hanchang Co., Ltd), has caused material injury to the domestic industry; and
- (b) the dumping of the above-mentioned goods, originating in or exported from Austria, has not caused injury and is not threatening to cause injury to the domestic industry.

Informatics professional services
The Canadian International Trade Tribunal has received a complaint (File No. PR-2021-059) from Cache Computer Consulting Corp. (Cache) of Ottawa, Ontario, concerning a procurement (Solicitation No. G9292-248331/A) made by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of Employment and Social Development. The solicitation was for the provision of informatics professional services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on December 16, 2021, to conduct an inquiry into the complaint.
Cache alleges that PWGSC did not adhere to the Canadian Free Trade Agreement’s government procurement requirements as it improperly deemed Cache’s bid late and non-compliant, and therefore did not evaluate Cache’s bid.

The Canadian International Trade Tribunal has received a complaint (File No. PR-2021-056) from Denis Belanger (DB) of Ottawa, Ontario, concerning a procurement (Solicitation No. SN21002) made by the Patented Medicine Prices Review Board. The solicitation was for scientific literature search services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on December 14, 2021, to conduct an inquiry into the complaint.
DB alleges that the administration of the technical bid was conducted in a discriminatory and non-transparent manner.
