Ministerial condition
(Paragraph 84(1)(a) of the Canadian Environmental Protection Act, 1999)
Whereas the Minister of the Environment and the Minister of Health (the ministers) have assessed information pertaining to the substance 1,2-ethanediol,1,2-dibenzoate, Chemical Abstracts Service Registry Number 94-49-5;
And whereas the ministers suspect that the substance is toxic or capable of becoming toxic within the meaning of section 64 of the Canadian Environmental Protection Act, 1999 (the Act),
The Minister of the Environment, pursuant to paragraph 84(1)(a) of the Act, hereby permits the manufacture or import of the substance subject to the conditions of the following annex.

ANNEX
Conditions
(Paragraph 84(1)(a) of the Canadian Environmental Protection Act, 1999)
1. The following definitions apply in these ministerial conditions:
- “notifier”
- means the person who has, on February 10, 2022, provided to the Minister of the Environment the prescribed information concerning the substance, in accordance with subsection 81(1) of the Canadian Environmental Protection Act, 1999;
- “substance”
- means 1,2-ethanediol,1,2-dibenzoate, Chemical Abstracts Service Registry Number 94-49-5.
2. The notifier may manufacture or import the substance subject to the present ministerial conditions.
Restrictions
3. The notifier may import the substance for use only as a component in organic peroxide formulations intended for industrial use as
- (a) a chemical stabilizer used in polymerization processes;
- (b) an alternative to phthalate plasticizer used in polymer applications; or
- (c) an alternative to phthalate plasticizer used in
- (i) plastics,
- (ii) coatings,
- (iii) adhesives, and
- (iv) caulks and sealants.
4. The notifier shall transfer the physical possession or control of the substance only to a person who agrees to use it in accordance with section 3.
Other requirements
5. The notifier shall, prior to transferring the physical possession or control of the substance to any person,
- (a) inform the person, in writing, of the terms of the present ministerial conditions; and
- (b) obtain, prior to the first transfer of the substance, written confirmation from this person that they were informed of the terms of the present ministerial conditions and agree to comply with section 3 of the present ministerial conditions.
Record-keeping requirements
6. (1) The notifier shall maintain electronic or paper records, with any documentation supporting the validity of the information contained in these records, indicating
- (a) the specific use of the substance;
- (b) the quantity of the substance that the notifier manufactures, imports, purchases, distributes, sells and uses;
- (c) the name and address of each person to whom the notifier transfers the physical possession or control of the substance; and
- (d) the written confirmation referred to in section 5.
(2) The notifier shall maintain electronic or paper records mentioned in subsection (1) at their principal place of business in Canada, or at the principal place of business in Canada of their representative, for a period of at least five years after they are made.
Coming into force
7. The present ministerial conditions come into force on July 5, 2022.

Exemption from the Interim Order for Vaccine Requirements
Classes of vessels: Vessels subject to the Interim Order participating in the Brockville Tall Ships Festival
Effective Date: June 24, 2022
Expiry Date: June 27, 2022
This exemption is made under the exemption power of the Minister in subsection 10(2) of the Canada Shipping Act, 2001.
This Exemption letter authorizes the authorized representative of a vessel subject to the Interim Order participating in the Brockville Tall Ships Festival to fulfill their obligations under the Canada Shipping Act, 2001, in a manner that does not comply with the Interim Order Respecting Cruise Ship Restrictions and Vaccination Requirements Due to the Coronavirus Disease 2019 (COVID-19), if:
CONDITIONS
- (a) The authorized representative is complying with all applicable requirements of the Interim Order except the requirement to verify proof of vaccination and evidence of a COVID-19 test result for persons, other than crew, who are on board the vessel for a duration of eight hours or less.
- (b) The authorized representative adheres to the following measures to prevent or limit the spread of COVID-19 on board, including through the following measures:
- (i) Physical distancing of persons to the extent possible;
- (ii) Mandatory masking in situations where physical distancing is difficult to maintain;
- (iii) Mandatory masking below deck or in enclosed spaces;
- (iv) Procedures to ensure the availability of and encouragement of the use of appropriate disinfectant and hand sanitizing products for persons on board the vessel; and
- (v) Routine cleaning and disinfection of the vessel, using the appropriate products and techniques.
- (c) The authorized representative follows the health measures prescribed by the Province of Ontario.
Note: This Exemption letter in no way reduces the vessel’s, the applicant’s or any other person’s responsibility to comply with any other requirements of the Canada Shipping Act, 2001 and regulations made under it that are not specifically addressed in this letter.

Notice No. SPB-002-22 — Policy and Licensing Framework for Spectrum in the 3800 MHz Band
The intent of this notice is to announce the release of the document entitled SPB-002-22, Policy and Licensing Framework for Spectrum in the 3800 MHz Band, which sets out the decisions of Innovation, Science and Economic Development Canada (ISED) with respect to the auction process for the 3800 MHz band. In particular, the framework announces the decisions related to the licensing process, auction format and rules, and the conditions of licence applicable to the 3800 MHz band.
This document is the result of the consultation process initiated in SLPB-006-21, Consultation on a Policy and Licensing Framework for Spectrum in the 3800 MHz Band (PDF).
Clarification questions
ISED will accept written questions seeking clarification of the rules and policies set out in this framework until the deadline specified in the Table of Key Dates. Every effort will be made to post the questions received, along with ISED’s written responses, in the shortest time frame possible. Questions that are of a similar nature and subject matter may be grouped and summarized. Questions regarding bidding procedures will be addressed in mail-out packages intended for qualified bidders and will not be included in this clarification process unless they are deemed to be critical information for potential bidders requiring an immediate response. These answers will be considered as clarification of the policies set out in this framework. Applicants are encouraged to submit questions as soon as possible.
