Interim Order Modifying the Operation of the Heavy-duty Vehicle and Engine Greenhouse Gas Emission Regulations (Trailer Standards)
Whereas certain provisions of part 1037 of Title 40, chapter I, subchapter U of the Code of Federal Regulations of the United States correspond to certain provisions of the Heavy-duty Vehicle and Engine Greenhouse Gas Emission Regulations footnote a;
And whereas certain provisions of the Heavy-duty Vehicle and Engine Greenhouse Gas Emission Regulationsfootnote a are inconsistent with part 1037 of Title 40, chapter I, subchapter U of the Code of Federal Regulations because of the decision to vacate the provisions that apply to trailers — namely, section 1037.107 of Title 40 of the Code of Federal Regulations, which sets out the emission standards for trailers, and the other provisions of part 1037 of Title 40, chapter I, subchapter U of the Code of Federal Regulations that are set out in the Final Rule of the United States Environmental Protection Agency, published in October 2016 in volume 81 of the Federal Register of the United States, at page 73,478, to the extent that they apply to trailers or trailer manufacturers — that was issued by the United States Court of Appeals for the District of Columbia Circuit, on November 12, 2021, in the case of Truck Trailer Manufacturers Association, Inc. v. Environmental Protection Agency, et al. (Case No. 16-1430, consolidated with No. 16-1447);
Therefore, the Minister of the Environment makes the annexed Interim Order Modifying the Operation of the Heavy-duty Vehicle and Engine Greenhouse Gas Emission Regulations (Trailer Standards) under subsection 163(1) of the Canadian Environmental Protection Act, 1999 footnote b.

Interim Order Modifying the Operation of the Heavy-duty Vehicle and Engine Greenhouse Gas Emission Regulations (Trailer Standards)

1 Despite any provision of the Heavy-duty Vehicle and Engine Greenhouse Gas Emission Regulations, those Regulations do not apply to trailers whose manufacture is completed on or after January 1, 2020.
EXPLANATORY NOTE
(This note is not part of the Interim Order.)
The Interim Order Modifying the Operation of the Heavy-duty Vehicle and Engine Greenhouse Gas Emission Regulations (Trailer Standards) was made by the Minister of the Environment on March 13, 2023. The Interim Order applies to trailers only and temporarily suspends the application of the trailer provisions of the Heavy-duty Vehicle and Engine Greenhouse Gas Emission Regulations. Upon approval by the Governor in Council, and in accordance with subsection 163(5) of the Canadian Environmental Protection Act, 1999, the Interim Order will cease to have effect one year after it is made, or the day it is repealed, or the day on which the regulation is amended or repealed to give effect to the order, whichever is earlier.

Order Repealing the Interim Order Respecting Certain Requirements for Civil Aviation Due to COVID-19, No. 79
Whereas the Deputy Minister of Transport made the Interim Order Respecting Certain Requirements for Civil Aviation Due to COVID-19, No. 79 on March 8, 2023 under subsection 6.41(1.1)footnote c of the Aeronautics Act footnote d;
And whereas the Minister of Transport believes that the Interim Order is no longer required to deal with a significant risk, direct or indirect, to aviation safety or the safety of the public;
Therefore, the Minister of Transport makes the annexed Order Repealing the Interim Order Respecting Certain Requirements for Civil Aviation Due to COVID-19, No. 79 under subsection 6.41(1)footnote a of the Aeronautics Act footnote b.

Repeal
1 The Interim Order Respecting Certain Requirements for Civil Aviation Due to COVID-19, No. 79, made on March 8, 2023, is repealed on the day on which the Minimizing the Risk of Exposure to COVID-19 in Canada Order footnote 1 ceases to have effect.

Quebec Port Authority — Supplementary letters patent
WHEREAS letters patent were issued by the Minister of Transport (“Minister”) for the Quebec Port Authority (“Authority”), under the authority of the Canada Marine Act (“Act”), effective May 1, 1999;
WHEREAS Schedule C of the letters patent sets out the immovables, other than federal real property, held or occupied by the Authority;
WHEREAS, pursuant to subsection 46(2.1) of the Act, the Authority wishes to acquire the real properties bearing lot numbers 6 521 579, 3 017 710, 6 521 580, 6 521 581, 6 521 585 and 6 531 034 of the cadastre of Quebec;
WHEREAS the board of directors of the Authority has requested that the Minister of Transport issue supplementary letters patent to set out the real properties in Schedule C of the letters patent;
AND WHEREAS the Minister of Transport is satisfied that the amendments to the letters patent are consistent with the Act;
NOW THEREFORE, pursuant to subsection 9(1) of the Act, the letters patent are amended as follows:
