Telecommunications — Satellite services
The Canadian International Trade Tribunal has received a complaint (File PR-2023-016) from ROCK Networks Inc. (Rock) of Ottawa, Ontario, concerning a procurement (solicitation BPM017714) made by Shared Services Canada (SSC). The solicitation was for the provision of OneWeb satellite services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on June 14, 2023, to conduct an inquiry into the complaint.
Rock alleges that SSC overlooked or ignored important information from Rock’s bid to justify the bidder’s disqualification, applied undisclosed criteria in arriving at Rock’s disqualification and failed to properly evaluate Rock’s bid in accordance with the published evaluation criteria, including by conducting an improper evaluation of the financial bids at a time when the technical evaluation and qualification of bidders were still being determined.

PUBLIC SERVICE EMPLOYMENT ACT
Permission and leave granted (Spence, Matthew)
The Public Service Commission of Canada, pursuant to section 116 of the Public Service Employment Act, hereby gives notice that it has granted permission, pursuant to subsection 114(4) of the said Act, to Matthew Spence, Regional Director General, Northwest Territories Regional Office, temporarily assigned to Regional Director General, Emergency Management, Crown-Indigenous Relations and Northern Affairs Canada, to seek nomination as a candidate before and during the election period, and to be a candidate before the election period in the territorial election in the electoral district of Yellowknife Centre, Northwest Territories. The election is expected to be held on or before October 3, 2023.
The Public Service Commission of Canada, pursuant to subsection 114(5) of the said Act, has also granted a leave of absence without pay, before and during the election period, starting on the day the employee’s nomination is made public or that he undertakes activities in support of his candidacy.
