APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES
Manitoba Hydro
By an application dated June 21, 2024, Manitoba Hydro (the Applicant) has applied to the Canada Energy Regulator (the CER) under Division 2 of Part 7 of the Canadian Energy Regulator Act (the Act) for authorization to export power and energy to Minnkota Power Cooperative, Inc. of the United States as a border accommodation. The export will be for a period of five years, from January 1, 2025, to December 31, 2029, for up to 3 000 kW of power and 26 352 MWh of firm energy annually.
The Commission of the Canada Energy Regulator (the Commission) wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The Directions on Procedure that follow explain in detail the procedure that will be used.
- The Applicant shall provide a copy of the application by email to any person who requests one by emailing aupenner@hydro.mb.ca. The application is also publicly available on the CER website.
- Written submissions that any interested party wishes to present shall be filed online with the CER in care of the Secretary of the Commission, and emailed to the Applicant, by July 22, 2024.
- Pursuant to subsection 359(2) of the Act, the Commission is interested in the views of submitters with respect to
- (a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported; and
- (b) whether the Applicant has
- (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale; and
- (ii) given an opportunity to buy electricity on conditions as favourable as the conditions specified in the application to those who, within a reasonable time after being so informed, demonstrate an intention to buy electricity for consumption in Canada.
- Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this Notice of Application and Directions on Procedure shall be filed with the CER in care of the Secretary of the Commission and emailed to the party that filed the submission by August 6, 2024.

Beacon, secondary surveillance radar (SSR) radar equipment, except airborne
The Canadian International Trade Tribunal has received a complaint (File PR-2024-017) from SPX Aids to Navigation LLC (SPX) of New Hampshire, United States of America, concerning a procurement (Solicitation F7047-231214/A) made by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of Fisheries and Oceans. The solicitation was for the supply of rotating beacons, arctic rotating beacons, omnidirectional beacons and self-contained LED lanterns to authorized users. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on June 7, 2024, to conduct an inquiry into the complaint.
SPX alleges irregularities in the procurement process, including that PWGSC failed to make available to potential suppliers all information necessary to permit them to meaningfully and fairly participate in the procurement process.

The Canadian International Trade Tribunal has received a complaint (File PR-2024-019) from Oracle Canada ULC (Oracle), of Mississauga, Ontario, concerning a procurement (Solicitation CS-IAAS-2024) made by Shared Services Canada (SSC). The solicitation is for the provision of cloud-based infrastructure as a service and native platform as a service. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on June 6, 2024, to conduct an inquiry into the complaint.
Oracle alleges that SSC arbitrarily restricts how bidders may demonstrate that they meet mandatory criterion M1.
