Issuance of two $2 circulation coins with a design commemorating the 75th anniversary of the end of the Second World War

Her Excellency the Governor General in Council, on the recommendation of the Minister of Finance, pursuant to sections 6.4 footnote a and 6.5footnote a of the Royal Canadian Mint Act footnote b, authorizes the issue of two two-dollar circulation coins, the characteristics of which are to be as specified in item 1.1 footnote c of Part 2 of the schedule to that Act and the diameter of which is to be 28.03 mm, and determines the design of those coins to be as follows:
- (a) a coloured two-dollar coin
- (i) the obverse impression of which is to depict, on the inner core of the coin, the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and, on the outer ring, a maple leaf centred at the top of the coin with the inscriptions “ELIZABETH II” and “D∙G∙REGINA” to its left and right, respectively, and the inscriptions “CANADA” and “2 DOLLARS” at the bottom of the coin, and
- (ii) the reverse impression of which is to depict, centred on the inner core, a prominent blue capital “V” overlaid, in the centre, by a white flaming torch with red and orange flames, the inscriptions “1945” and “2020” on the left and right of the “V”, respectively, with a silver maple leaf under each of “1945” and “2020”, the artist’s initials “T.S” to the bottom right of the "V", centred at the top on the outer ring, two virtual images of a maple leaf between two lines, on the left and right of the outer ring, respectively, the inscriptions “VICTORY” and “VICTOIRE”, with inscriptions in Morse code reading “WE WIN WHEN WE WORK WILLINGLY” above and below “VICTORY” and “LA BONNE VOLONTÉ EST GAGE DE VICTOIRE” above and below “VICTOIRE” and, centred at the bottom of the outer ring, a banner, with two security marks consisting of a maple leaf within a maple leaf, each within a circle on each side of the centre of the banner, and the inscriptions “REMEMBER” on the banner to the left of the left-hand security mark and “SOUVENIR” on the banner to the right of the right-hand security mark, and the inscriptions “CANADA” and “2 DOLLARS” on the edge of the coin, with a maple leaf before and after the inscription “CANADA”; and
- (b) a two-dollar coin
- (i) the obverse impression of which is to depict, on the inner core of the coin, the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and, on the outer ring, a maple leaf centred at the top of the coin with the inscriptions “ELIZABETH II” and “D∙G∙REGINA” to its left and right, respectively, and the inscriptions “CANADA” and “2 DOLLARS” at the bottom of the coin, and

Issues
The Royal Canadian Mint (RCM) wishes to produce two $2 commemorative circulation coins marking the 75th anniversary of the end of the Second World War. The two $2 coins would have one shared design that would be produced in coloured and non-coloured versions.
Background
The RCM produces commemorative circulation coins as a means to assist in the promotion of Canada and Canadian values, culture and history. These special coins raise awareness of subjects, stories and events of importance to Canadians, and engage the Canadian public.
Objective
The objective of this Order is to authorize the RCM to produce two $2 commemorative circulation coins marking the 75th anniversary of the end of the Second World War. These coins would foster remembrance and serve as tangible keepsakes of the contributions and sacrifices of those who served Canada.
Description
The two $2 coins would feature the same design in a coloured and a non-coloured version. The design would depict a “V” overlaid by a flaming torch. The words “VICTORY” and “VICTOIRE” appear on the outer rim, as does a banner including the words “REMEMBER” and “SOUVENIR,” with inscriptions in Morse code reading “WE WIN WHEN WE WORK WILLINGLY” above and below “VICTORY” and “LA BONNE VOLONTÉ EST GAGE DE VICTOIRE” above and below “VICTOIRE.”
Regulatory development
Consultation
This Order has been exempted from prepublication because coin designs do not have a regulatory or legislative impact on the Canadian public. However, the RCM welcomes the public to submit ideas for coin themes and designs through its website.
Quantitative market research was conducted with a nationally representative sample in Canada with results suggesting broad support for the coin.
Modern treaty obligations and Indigenous engagement and consultation
Constitutional and modern treaty implications were considered and none have been identified.
Instrument choice
Pursuant to sections 6.4 and 6.5 of the Royal Canadian Mint Act (the Act), the Governor in Council may, by order, authorize the issuance of circulation coins of a denomination listed in Part 2 of the schedule of that Act and determine the design of any circulation coin to be issued. This Order is the only instrument choice available under the Act to authorize the issuance of circulation coins and approve their design.
Regulatory analysis
Costs and benefits
These coins would commemorate the sacrifices of all those who contributed to the war effort, in order to foster remembrance among Canadians on the occasion of the 75th anniversary of the end of the Second World War.
As these coins are available at face value and circulate widely, public demand is high, with many coins being collected and taken out of circulation. Commemorative circulation coin programs contribute to the overall success of commemoration events and activities. Coins would be distributed through financial institutions with a portion reserved for coin exchanges.

There are no compliance and enforcement requirements associated with this Order.
