Issuance of two $2 circulation coins with a design commemorating the 100th anniversary of the birth of Bill Reid

Her Excellency the Governor General in Council, on the recommendation of the Minister of Finance, pursuant to sections 6.4 footnote a and 6.5footnote a of the Royal Canadian Mint Act footnote b, authorizes the issue of two two-dollar circulation coins, the characteristics of which are to be as specified in item 1.1 footnote c of Part 2 of the schedule to that Act and the diameter of which is to be 28.03 mm, and determines the design of those coins to be as follows:
- (a) a coloured two-dollar coin
- (i) the obverse impression of which is to depict, on the inner core of the coin, the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and, on the outer ring, a maple leaf centred at the top of the coin with the inscriptions “ELIZABETH II” and “D∙G∙REGINA” to its left and right, respectively, and the inscriptions “CANADA” and “2 DOLLARS” at the bottom of the coin; and
- (ii) the reverse impression of which is to depict, on the inner core and overlapping onto the outer ring, a recreation of Bill Reid’s Xhuwaji / Haida Grizzly Bear artwork, with the inner core coloured in black, red and white and encircled by a ring, centred at the top on the outer ring, two virtual images of a maple leaf between two lines, and centred at the bottom on the outer ring, a banner, with the inscription "2020" centred on the banner, two security marks consisting of a maple leaf within a maple leaf, each within a circle on either side of "2020", the inscriptions "BILL" on the banner to the left of the left-hand security mark and "REID" on the banner to the right of the right-hand security mark and the inscriptions "CANADA" and "2 DOLLARS" on the edge of the coin, with a maple leaf before and after the inscription "CANADA"; and
- (b) a two-dollar coin
- (i) the obverse impression of which is to depict, on the inner core of the coin, the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and, on the outer ring, a maple leaf centred at the top of the coin with the inscriptions “ELIZABETH II” and “D∙G∙REGINA” to its left and right, respectively, and the inscriptions “CANADA” and “2 DOLLARS” at the bottom of the coin; and
- (ii) the reverse impression of which is to depict, on the inner core and overlapping onto the outer ring, a recreation of Bill Reid’s Xhuwaji / Haida Grizzly Bear artwork, with the inner core encircled by a ring, centred at the top on the outer ring, two virtual images of a maple leaf between two lines, and centred at the bottom on the outer ring, a banner, with the inscription "2020" centred on the banner, two security marks consisting of a maple leaf within a maple leaf, each within a circle on either side of "2020", the inscriptions "BILL" on the banner to the left of the left-hand security mark and "REID" on the banner to the right of the right-hand security mark and the inscriptions "CANADA" and "2 DOLLARS" on the edge of the coin, with a maple leaf before and after the inscription "CANADA".

Issues
The Royal Canadian Mint (RCM) wishes to produce two $2 commemorative circulation coins marking the 100th anniversary of the birth of the acclaimed Haida artist Bill Reid. The two $2 coins would have one shared design that would be produced in coloured and non-coloured versions.
Background
The RCM produces commemorative circulation coins as a means to assist in the promotion of Canada and Canadian values, culture and history. These special coins raise awareness of subjects, stories and events of importance to Canadians, and engage the Canadian public.
Objective
The objective of this Order is to authorize the RCM to produce two $2 commemorative circulation coins marking the 100th anniversary of the birth of Haida artist Bill Reid. These coins would serve as tangible keepsakes of an iconic representation of Indigenous art and culture.
Description
The two $2 coins would feature the same design in a coloured and a non-coloured version. The design would feature a depiction of Bill Reid’s Xhuwaji / Haida Grizzly Bear artwork. Also featured on the coin would be the words “BILL” and “REID.”
Regulatory development
Consultation
This Order has been exempted from prepublication because coin designs do not have a regulatory or legislative impact on the Canadian public. However, the RCM welcomes the public to submit ideas for coin themes and designs through its website.
Quantitative market research was conducted with a nationally representative sample in Canada with results suggesting broad support for the coin.
The RCM developed this design and secured the rights to feature the iconic Xhuwaji / Haida Grizzly Bear artwork in collaboration with the estate of Bill Reid. In addition, the RCM consulted the Haida Heritage Centre, as well as the Haida Gwaii Museum and the Council of the Haida Nation. All indicated support of the initiative and design.
Modern treaty obligations and Indigenous engagement and consultation
Constitutional and modern treaty implications were considered and none have been identified.
Instrument choice
Pursuant to sections 6.4 and 6.5 of the Royal Canadian Mint Act (the Act), the Governor in Council may, by order, authorize the issuance of circulation coins of a denomination listed in Part 2 of the schedule of that Act and determine the design of any circulation coin to be issued. This Order is the only instrument choice available under the Act to authorize the issuance of circulation coins and approve their design.

Costs and benefits
These coins would communicate and honour the contributions and significance of the renowned Canadian artist Bill Reid, and support the Government of Canada’s commitment to recognizing the compelling contributions of Indigenous peoples and communities.
As these coins are available at face value and circulate widely, public demand is high, with many coins being collected and taken out of circulation. These special commemorative circulation coin programs contribute to the overall success of commemoration events and activities. Coins would be distributed through financial institutions with a portion reserved for coin exchanges.

In accordance with The Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals, a preliminary scan concluded that a strategic environmental assessment is not required.

Implementation, compliance and enforcement, and service standards
There are no compliance and enforcement requirements associated with this Order. Launch event tactics are determined with federal and community partners but may include some or all of the following: a national multimedia advertising campaign, news releases, a public launch event, media relations outreach, and public coin exchanges.
