Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, pursuant to section 4 of the College of Patent Agents and Trade-mark Agents Act ^{footnote a}, designates the Minister of Industry, who is a federal minister, to be the Minister for the purposes of that Act.
