Whereas the Security Council of the United Nations, acting under Article 41 of the Charter of the United Nations, adopted Resolution 2444 (2018) on November 14, 2018, which terminated the measures imposed on Eritrea;
Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, pursuant to section 2 of the United Nations Act footnote a, makes the annexed Regulations Repealing the Regulations Implementing the United Nations Resolution on Eritrea.

Repeal
1 The Regulations Implementing the United Nations Resolution on Eritrea footnote 1 are repealed.
Coming into Force
2 These Regulations come into force on the day on which they are registered.

Issues
Through Resolution 2444 (2018), adopted on November 14, 2018, the United Nations Security Council (the Security Council) decided to end the measures adopted under Article 41 of the Charter of the United Nations with respect to Eritrea. As a member state of the United Nations, and in accordance with Article 25 of the Charter of the United Nations, Canada is legally obligated to implement binding decisions of the Security Council.
Objective
- Fulfill Canada’s international legal obligation to implement the binding decisions of the Security Council set out in Resolution 2444 (2018).
Description and justification
The Regulations Implementing the United Nations Resolution on Eritrea (the Regulations) remove Canada’s sanctions against Eritrea. The Regulations are necessary following the Security Council decision to lift the sanctions against Eritrea through Resolution 2444 (2018). These Regulations come into effect on registration and are immediately tabled in Parliament, in accordance with section 4 of the United Nations Act.

One-for-one rule and small business lens
The one-for-one rule does not apply, as the Regulations do not result in any changes to costs or administrative burden for businesses. The small business lens does not apply to these changes, as there are no costs imposed on small businesses.
