FARM PRODUCTS AGENCIES ACT
Whereas the Governor in Council has, by the Canadian Beef Cattle Research, Market Development and Promotion Agency Proclamation footnote a, established the Canadian Beef Cattle Research, Market Development and Promotion Agency under subsection 39(1)footnote b of the Farm Products Agencies Act footnote c;
Whereas that Agency has been empowered to implement a promotion and research plan under that Proclamation;
Whereas the proposed Order Amending the Beef Cattle Research, Market Development and Promotion Levies Order is an order of a class to which paragraph 7(1)(d)footnote d of that Act applies, by reason of section 2 of the Agencies’ Orders and Regulations Approval Order footnote e, and has been submitted to the National Farm Products Council under paragraph 42(1)(d)footnote b of that Act;
And whereas, under paragraph 7(1)(d)footnote d of that Act, the National Farm Products Council has approved the proposed Order after being satisfied that it is necessary for the implementation of the promotion and research plan that that Agency is authorized to implement;
Therefore, the Canadian Beef Cattle Research, Market Development and Promotion Agency makes the annexed Order Amending the Beef Cattle Research, Market Development and Promotion Levies Order under paragraphs 42(1)(d)footnote b and (e)footnote b of the Farm Products Agencies Act footnote c and section 10 of the schedule to the Canadian Beef Cattle Research, Market Development and Promotion Agency Proclamation footnote a.

Order Amending the Beef Cattle Research, Market Development and Promotion Levies Order
Amendments
1 (1) The definitions grain-fed calf and milk-fed calf in section 1 of the Beef Cattle Research, Market Development and Promotion Levies Order footnote 1 are repealed.
(2) The definitions bob calf and feeder calf in section 1 of the Order are replaced by the following:
- bob calf
- means any dairy breed or cross-bred cattle that
- (a) is marketed in Ontario at a live weight of less than 68 kg;
- (b) is marketed in Quebec at a live weight of less than 109 kg; or
- (c) is marketed in a province other than Ontario or Quebec and is not a feeder calf. (jeune veau)
- feeder calf
- means any beef breed or cross-bred calf that is marketed, for the purpose of finishing before slaughter, at a live weight of at least 135 kg. (veau d’embouche)
(3) Section 1 of the Order is amended by adding the following in alphabetical order:
- fed veal
- means any veal cattle fed primarily on milk or grain that, for the purpose of slaughter, is marketed
- (a) in Ontario, at a live weight of at least 204 kg but no more than 349 kg; or
- (b) in Quebec, at a live weight of at least 109 kg but no more than 349 kg. (veau d’abattage)
- started calf
- means any dairy breed or cross-bred cattle that, for the purpose of finishing before slaughter, is marketed
- (a) in Ontario, at a live weight of at least 68 kg but no more than 204 kg; or
- (b) in Quebec, at a live weight of at least 109 kg but no more than 349 kg. (veau de démarrage)

3 Section 16 of the Order is replaced by the following:
Cessation of effect
16 Section 4 and subsections 5(1) and 12(1) cease to have effect on June 30, 2025.
Coming into Force
4 This Order comes into force on the day on which it is registered.
EXPLANATORY NOTE
(This note is not part of the Order.)
This amendment establishes, repeals, and amends definitions for classes of veal cattle originating in Ontario and Quebec. Furthermore, this Order establishes the levy to be paid to the Canadian Beef Cattle Research, Market Development and Promotion Agency by a resident of Quebec who sells started calves and veal cattle through interprovincial trade.
The amendment also sets out June 30, 2025, as the date on which the levies cease to have effect.
